POSITION TITLE: Director, Federal and External Affairs
STATUS: Full time / Exempt
LOCATION: Washington, D.C. (Hybrid: 2 days/week on-site, 3 days/week remote)

The National Council States Boards of Nursing (NCSBN) is an independent, not-for-profit organization through which nursing regulatory bodies act and counsel together on matters of common interest and concern affecting public health, safety and welfare, including the development of nursing licensure examinations. Our mission empowers and supports nursing regulators in their mandate to protect the public.
JOB SUMMARY
We are seeking a self-driven leader to join NCSBN as our Director, Federal and External Affairs. The ideal candidate will bring value to the team by utilizing their legislative expertise to direct, administer, and manage all aspects of the federal government affairs program for NCSBN.
Reporting to the Director, Government Affairs, the Director, Federal and External Affairs is responsible for monitoring and responding to relevant legislation and regulatory requests, while developing relationships and raise awareness of NCSBN with federal agencies, legislative offices and committees of relevance, and external stakeholders.
This role is an exciting opportunity for an experienced legislative affairs leader to support and actively champion an organization committed to advancing nursing regulation and policy worldwide.
RESPONSIBILITIES
- Advises on, implements, and directs NCSBN’s federal government affairs program.
- Develops and maintains strategic relationships with congressional and executive offices, and federal agencies to promote NCSBN’s public policy agenda.
- Consults and collaborates with the Director, Government Affairs, including in developing NCSBN’s public policy agenda.
- Collaborates and coordinates with state affairs team and shares information regarding issues impacting nursing regulation at the state and federal levels.
- Identifies, develops, and maintains strategic relationships with key stakeholders to promote NCSBN’s public policy agenda.
- Monitors and analyzes federal legislation and regulations impacting NCSBN membership and public policy agenda.
- Manages the day-to-day relationship with external government relations firm, conveying needs and expectations of NCSBN governance and senior staff.
- Performs other duties as assigned.
QUALIFICATIONS
- Master’s degree required in public or health care policy, public administration, political science, law, or related field required.
- Minimum of eight years’ work experience in government relations, legislative, and political affairs.
- Superior verbal, written communication skills; must be analytical, a leader, and organized; must be self-motivated and able to take initiative.
- Knowledge of professional regulation, public protection and scope of practice issues desired; experience with 501 (c) organizations (membership or constituency based) preferred.
- Must be able to travel to Chicago and other locations throughout the US as required.
- Ethically sound with a strong sense of political sensitivity and savviness.
COMPENSATION AND BENEFITS
The anticipated starting salary for this position is $124,000 - $144,000 annually. Actual compensation will be dependent on a candidate’s relevant experience, skills, training, certifications/licenses, qualifications and geographical location.
