POSITION TITLE: Senior Associate, State Affairs
STATUS: Full time / Exempt
LOCATION: Chicago, IL (Hybrid: 2 days/week on-site, 3 days/week remote)

The National Council States Boards of Nursing (NCSBN) is an independent, not-for-profit organization through which nursing regulatory bodies act and counsel together on matters of common interest and concern affecting public health, safety and welfare, including the development of nursing licensure examinations. JOB SUMMARY
We are seeking a talented professional to join our State Affairs team. The ideal candidate will bring value to the team by using their skills and knowledge to manage public policy campaigns and actively monitor and engage in state legislative activities related to nursing practice and regulation.
Reporting to the Director, Government Affairs, the Senior Associate, State Affairs will have the unique opportunity to interact with a variety of stakeholders during advocacy and policy discussions including regulators, state lawmakers, and nursing and business leaders.
This role is the perfect opportunity for an experienced legislative affairs professional looking for a role that interacts with a breadth of policies, while allowing them to be involved in diverse stakeholder coalition activities and lead legislative campaigns!
RESPONSIBILITIES
- Is actively engaged in legislative activities at the state level, assisting and promoting the passage of bills related to nursing regulation.
- Employs a variety of strategies and develops resources to advance legislative priorities.
- Represents NCSBN at state and national meetings. Networks on behalf of the organization. Builds and maintains strategic relationships.
- Monitors the legislative environment and keeps membership apprised of trends and emerging policy issues.
- Works with Director, Member Engagement & Government Affairs and Director, State Affairs to develop policy and position papers.
- Plans conferences, authors Policy Perspectives for publication in the Journal of Nursing Regulation and participates in policy track for ICRS program.
- Collaborates and participates in generative discussions that lead to improvements in department policies and new and innovative ways of accomplishing the mission and vision of the organization.
- Performs other duties as assigned.
QUALIFICATIONS
- At least seven years of experience in public policy or state legislative affairs.
- Graduate education in public policy, law or related field preferred. Bachelor’s degree required.
- Experience managing public policy campaigns required.
- Superior verbal, written communication skills; must be analytical, a leader, and organized; knowledge of professional regulation, public protection and scope of practice issues desired; experience with 501(c) organizations (membership or constituency based) preferred.
- Experience managing outside consultants and coalitions preferred; experience preparing or presenting legislative testimony preferred.
- Strong communication and organizational skills with the ability to take initiative and demonstrate self-motivation.
- Ethically sound with a strong sense of political sensitivity and savviness.
COMPENSATION AND BENEFITS
The anticipated starting salary for this position is $68,000 – $78,000 annually. Actual compensation will be dependent on a candidate’s relevant experience, skills, training, certifications/licenses, qualifications and geographical location.
