The Senior Environmental Employment (SEE) Program offers unique opportunities in Scientific, Technical, and Administrative / Office support for individuals age 55 and over and per EPA Policy applicants must be US Citizen to support the Environmental Protection Agency (EPA) through a grant administered program through National Experienced Workforce Solutions (NEW Solutions). This is a unique program where your talents, expertise and experience will truly be valued. The EPA provides a wonderful work atmosphere, and you'll be working side-by-side with EPA staff that are doing important work every day. Must be a United States Citizen and live within a commutable distance to the downtown Denver, CO EPA location.

Qualifications :

Minimum of 5 year(s) of experience in Petroleum / energy sector or environmental emergency response consulting fields Previous training in : oil spill response and / or spill prevention, control, and countermeasures (SPCC) OR BA / BS Degree in Chemical / Petroleum Engineering, Physical Science, Math / Computer Science

Duties :

Assist the EPA Region 8 Emergency Management Branch Oil Sections with implementing the EPA Region 8 CWA Section 311 Oil Program and managing the timely review and approval of Facility Response Plans. The primary function of this position will be to provide technical assistance and expertise to Agency personnel as they implement the Oil Spill Prevention and Preparedness functions, as outlined in 40 CFR Part 112.

  • Assist the Oil Program Manager and FRP Coordinator implement the R8 Oil Program. Conduct technical review and evaluation of R8 FRP planning documents. Complete EPA approved checklist to document plan deficiencies and provide results to EPA staff. Apply extensive background and knowledge to provide critical input on regional and national guidance and policy issues. Utilize mathematical equations to determine the overland flow distance petroleum could travel under a worst-case discharge scenario. Compare and contrast that distance to the planning distance calculation specified in the FRP document. Evaluate potential impacts that proposed discharge could have on water quality and sensitive environments.   50%
  • Conduct and risk-based assessments and vulnerability analysis to help determine the selection of annual FRP and government initiated unannounced exercises (GIUE) inspection targets. Factors to be considered include regional priorities, proximity to water and sensitive environments, current regulatory compliance status, previous violations, customer complaints, and logistical considerations. Further support oil program inspectors by entering key documents and compliance data into the national oil database. Utilize technical expertise and knowledge of the national oil database to recommend improvements to the functionality of the national oil database.   25%
  • Provide support to R8 sub-Area Contingency Plan (sACP) workgroup members as they begin implementing the sACP outreach strategy. Evaluate historical, present and proposed outreach efforts within each sub-area. Initiate dialogue with existing stakeholders regarding their involvement, help determine workgroup?s role in upcoming exercises, schedule joint inspections with EPA & PHMSA, and provide logistical support for upcoming area-wide exercises. Engage independently with industry stakeholders and support compliance assistance workshops as a subject-matter expert as it relates to FRP plan content and the review and approval process.   15%
  • Demonstrate the ability to work independently with limited SEE monitor direction or intervention using knowledge of the regulations and programmatic guidance to apply technical knowledge and experience. Employee will actively participate in the bi-weekly oil program staff meetings and bi-weekly FRP coordination meetings. Timeframes, work deliverables, status updates and SEE monitor expectations will be discussed at each meeting. The ability to exercise self-discipline, complete assigned work functions, and complete work deliverables with limited or no direct supervision is paramount to this position. Employees are responsible for monitoring their own hours and submitting their time sheet for SEE monitor approval. Employees are also responsible for submitting all leave request to their SEE monitor for approval.   10%

  • Required Safety Gear : Hard hat, gloves, steel-toed shoes, safety glasses, FR clothing
  • Safety Gear Use : Compliance assistance visits, oil spill response trainings.
