DEPARTMENT: NURSING
SUPERVISOR: FACILITY ADMINISTRATOR
WORK AREA: ENTIRE FACILITY
PURPOSE: To monitor and oversee the Nursing Department and to maintain Federal Regulations and White Oak Management, Inc. Policies and Procedures
WORKING HOURS: Hours of work are 0 to 80 hours per pay period, plus or minus as business needs and assigned by the Administrator.
WORKING CONDITIONS:
Well-lit, well-ventilated office area and rooms. May stand, stoop, bend and walk intermittently during the workday. May have to deal with emotional disturbances of residents, residents family and staff. May be subject to falls, burns from equipment, scratches, and kicks from confused residents. May be exposed to infectious diseases, and odors, personality peculiarities of the aged. Must be on constant alert for prevention of resident injuries.
HIPAA MINIMUM NECESSARY: Responsible to adhere to HIPAA MINIMUM NECESSARY guidelines and safeguard protected health information.
DUTIES AND RESPONSIBILITIES:
- Determine the kind and amount of nursing care needed to meet the needs of the resident and to achieve the objectives of the facility.
- Develop a nursing organization structure.
- Assign responsibility and delegate authority.
- Carry on continuous evaluation of needs and services as related to nursing care (QI / QA areas of concern).
- Work with Supervisors to continually upgrade and improve nursing care to residents.
- Responsible for, and participates in, Resident Care Planning. May delegate, but remains responsible.
- See that an Interim Care Plan for each resident is developed on admission and readmission to insure that the plan is reviewed and revised as necessary, until the Interdisciplinary Plan of Care is developed.
- Makes rounds throughout the facility frequently to assure high level of resident care, sanitation and housekeeping practices.
- Review care needs of new residents as soon as reasonable to do so after admission.
- Set standards for qualifications of personnel.
- Recruit, interview and evaluate applicants.
- Select personnel with approval of the Administrator, define duties, and interpret policies of the facility and of nursing service.
- Coordinates orientation of all nursing employees with Staff Development Coordinator to arrange pre-employment activities, i.e., health screen, PPD, etc.
- Coordinates nursing in-service program with Staff Development Coordinator.
- Conducts monthly staff meetings with each level of nursing department.
- Prepare performance evaluations for nursing personnel. Review performance evaluations with new employees after ninety (90) days and annually.
- Prepare work time schedule (or oversee the Nursing Department Designee).
- Coordinates and oversees regular and special in-service training sessions for staff to familiarize them with new procedures, policies, equipment and changes in resident care techniques.
- Acts as educational resource person to aid ancillary departments to facilitate positive learning experiences.
- Arranges refresher training for professional nurses and nurse assistants returning to resident care services.
- Keeps current on latest long term care regulations by attending professional seminars, workshops, continuing education programs, and institutes outside the facility as approved by the facility Administrator, and by reading professional journals.
- Evaluates in-service education needs from a resident care and professional standpoint. Plans for resolution of any problem with further instruction and/or teaching (coordinates with Staff Development Nurse).
- Coordinates documentation of in-service education records.
- Review concerns and grievances and assures investigation and completion in a timely manner.
- Participate in policy planning for personnel (to aide Administrator) and policy planning for nursing service and resident care.
- Interpret the objectives, goals and functions of the nursing department to other departments.
- Responsible for instruction and correction of facility specific nursing protocols.
- Oversees purchase of nursing supplies needed to operate facility, with cost in mind.
- Assist charge nurses in carrying out their assignment when necessary.
- Participate in Morning Stand Up, QI and Department Head meetings.
- Oversees QA / QI programs for the nursing department and coordinates resident and employee health concerns with the Staff Development Coordinator.
- Works with Consultants, Pharmacist, Medical Director, etc. and as necessary or possible, implements recommended changes.
- Serve on Pharmacy Committee, Infection Control Committee, QA / QI Committee, Safety Committee, Resident Care Policies. Attends weekly Triple Check meetings.
- Review Occurrence Reports daily to evaluate corrective action to be taken and forward to Administrator and Medical Director.
- Have knowledge of the traditional Medicare, Medicaid, VA and Medicare Alternative programs.
- Participate in surveys being conducted by State and other agencies.
- During absence of Administrator, the Director of Nursing shall assume the duties as necessary to the position.
- Demonstrate competency using current clinical software system.
- Serves as role model for nursing personnel as to personal appearance, Dress Code, adherence to Residents Rights, Abuse and Neglect Policies and reporting guidelines, HIPPA compliance and the Safety Program.
- Adheres to No Lift Policy.
- Other duties as assigned by Supervisor.
