POSITION OVERVIEW
Consistent with the mission, vision and values of National League of Cities, the Legislative Research Manager is responsible for coordinating and leading the creation of key research, data-informed materials and messaging in support of the organization’s legislative priorities and agenda. The Legislative Research Manager is also responsible for supporting federal advocacy meetings and events. The individual reports to Federal Advocacy Legislative Director.
DUTIES AND RESPONSIBILITIES
- Legislative Research and Policy Narrative Development
- Leads coordination among NLC’s Federal Advocacy Team, other internal centers and outside contributors in support of content development to support legislative priorities.
- Researches policy issues, impacts and solutions in support of key legislative campaigns.
- Gathers background information from government representatives, affiliated associations, and other involved stakeholders.
- Leads the development and collection of data and/or research-based materials to support key priority advocacy actions and legislative campaigns cross-departmentally.
- Leads congressional data mapping for key policy issues and member engagement.
- Acts as a central point of contact for the collecting and arranging of data requests, research needs, communications input, and legislative insight.
- Provides mobilization for the development of legislative background content to support the legislative priorities of the team.
- Contributes to the success of priority advocacy actions and campaigns by delivering packaged background content with recommended key narrative framing to Legislative Directors and the Federal Advocacy team for incorporation into their advocacy efforts including their talking points, briefing memos, etc.
- Serves as point of contact for the Federal Advocacy team with NLC’s Research and Data Analysis team to streamline data requests and catalog research needs in support of NLC’s advocacy efforts.
- Leads coordination among NLC’s Federal Advocacy Team, other internal centers and outside contributors in support of content development to support legislative priorities.
- Committee, Conference & Event Support
- Supports federal advocacy meetings and events.
- Prepares talking points, summaries, presentations, briefs and other resources for successful presentations.
- Supports the Congressional City Conference, Summer Board and Leadership Meeting, and City Summit Conference.
- Responds to the federal advocacy committee research requests.
- Makes presentations and leads conversations as requested.
- Performs other duties and complete special projects as assigned.
MINIMUM QUALIFICATIONS
- Bachelor’s degree in political science, urban affairs, public administration or a related field
- 4 years of progressively responsible relevant work experience with legislative bodies, public interest associations, federal agency, or local government
- Strong writing skills and experience with policy-based research and messaging.
- Understanding of legislative/regulatory processes and how the relate to the needs of local governments
- Extensive knowledge of the workings of all levels of government
- MS Office skills (Word, Excel and PowerPoint)

WORK LOCATION
This hybrid position is based in Washington, DC, and requires three days on-site at our NLC headquarters.
SALARY RANGE
$70,000 - $88,000
