Summary

The incumbent of this position serves as a Senior Grants Management Specialist performing the solicitation, negotiation, award, and management of grants and cooperative agreements for various NNSA programs and projects. Agreements may extend over several years and involve research and development, testing, production, new technologies, and complex demonstration projects.

    Duties

    As a Grants Management Specialist, you will :

  • Manage grants and cooperative agreements. Represents NNSA Program Offices in meetings with state, private, or public organizations concerning the administration and management of grants and cooperative agreements. Applies and ensures compliance with performance and financial reporting requirements.
  • Provide advice on the development of grants and cooperative agreements for highly specialized and complex research and development, technology deployment, and demonstration projects. Projects can be multi-year in length with multiple budget periods, various finding sources, and multiple partners.
  • Serve as a warranted Grants Officer for the award and modification of grants and cooperative agreements upon obtaining limited or unlimited signatory authority from the Head of Contracting Activity.
  • Award financial assistance, including awards that are politically sensitive, such as Congressional earmarks. Ensures that current, accurate and complete data regarding awards and modifications are properly reported and recorded.

    SPECIALIZED EXPERIENCE REQUIREMENTS

    Specialized Experience : To be creditable, applicants must have one-year specialized experience equivalent to the next lower pay band NQ-02 or GS-12 equivalent grade. Specialized experience for this position is defined as : Experience serves as a grants management specialist performing the solicitation, negotiation, award, and management of grants and cooperative agreements.

    Example of Specialized Experience :

    1. Experience serving as a grants management specialist for financial assistance actions for various programs and projects.

    2. Experience assisting with funding opportunity announcements and solicitations.

    3. Experience performing business management reviews or otherwise assists in the evaluation of applications.

    Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include : volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

    CTAP / ICTAP candidates : To be considered "well qualified" you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of "well qualified" which is defined as having a score of 85 or better.
