Summary

The RANGER III provides logistical support and commercial passenger/freight service to Isle Royale National Park, a wilderness island National Park in the approximate middle of Lake Superior located approximately 75 miles north of park headquarters in Houghton, Michigan. The vessel may provide assistance to other Federal and state agencies when required through the park.

  • Assist in loading and discharge of vessel cargo.
  • Handle mooring lines during vessel departure and arrival.
  • Operate land-based industrial equipment to support vessel operations.
  • Participate in safety and emergency training, drills, and exercises.


Cut-off Dates: This is an open continuous announcement, in which applications are collected over several months, and have multiple cut-off dates. Applications received by the initial cutoff date will be considered first. **INITIAL CUT OFF IS Friday, April 11, 2025** Applications will be considered throughout the open period of the announcement however additional referral certificates will only be issued when a hiring official exhausts current certificate and/or additional vacancies need to be filled.

  • U.S. Citizenship required.
  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.
  • Direct Deposit: Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • Drug Testing: You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • Vehicle Operation: You may be required to complete training and operate a four-wheel drive vehicle.
  • Uniform: You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • Minimum Age Requirement: Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

To qualify for this position, you must have sufficient knowledge and ability in the following job-related factors:

SCREEN OUTS

QUALIFICATIONS -
Some of the specialized experience comparable in difficulty and responsibility such as but not limited to working as a deckhand or wiper, boat handling, janitorial work, longshoreman, marine construction/laborer, commercial fishing, shipyard experience, offshore energy, and Coast Guard or Navy experience. This experience was completed under close supervision and was regularly checked.

CERTIFICATIONS - Possession of the following special qualifications that are needed for this position: a US Coast Guard Merchant Mariner Credential with a minimum rating of Ordinary Seaman, a US Coast Guard Medical Certificate, a Department of Homeland Security Transportation Worker Identification Credential (TWIC), and a current and valid state vehicle driver's license.

Education

There is no substitution of education for experience for Wage Grade (WG) positions.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

Non-Competitive Rehire Eligibility: Temporary seasonal employees can only maintain their non-competitive rehire eligibility if they work no more than a combined total of Temporary NTE less than 1040 hours anywhere in the National Park Service (NPS) within their established service year. Accordingly, non-competitive rehire eligibility allows for re-appointment to the same position or another position appropriate for temporary appointment with the same qualification requirements (5 CFR 316.402[b][7]), based on series and grade, anywhere in the major subdivision (NPS).

If you have held a temporary seasonal appointment in the past 12 months and have already worked the maximum temporary appointment less than 1040 hours during that period, you are still welcome to apply. However, please be aware that exceeding the limit of 1040 hours in your established service year will result in the loss of your non-competitive rehire eligibility.

The limit can be exceeded by working multiple temporary seasonal positions that result in a combined total greater than 1040 hours. The limit also can be exceeded by working a single temporary seasonal appointment that exceeds 1040 hours, unless granted an exception by OPM.

Employment may be terminated at any time due to fluctuations in funding levels, project needs, employee performance, or other considerations.

Physical Demands: Incumbent must be in good physical condition. Must be physically able to lift up to 70 lbs., stoop, bend, push, and perform physical tasks associated with a typical Longshoreman. Must be able to stand an 8-hour watch as an OS Seaman or Watchman in adverse weather conditions including large waves, fog, and/or snow while standing a bow watch. Position requires standing for hours at a time. Position requires use of a respirator, SCBA, hazmat suit, and typical fireman's turn-out gear. Climbing, kneeling, stretching, bending, lifting, and carrying are also required.

Working Conditions: A variety of working conditions are encoutnered. Lookout and loading/discharing duties are carried out in ran, snow, sleet, fog, and high winds. Must be able to function during heavy weather (high seas, sea-sick conditions). Must remain calm and competent in times of emergency. Living conditions onboard the RANGER III are adequeate but small and offer minimum privacy. Accomodations for sleeping, groupcooking, eating, bathing, and recreaton are provided. Must travel overnnight on average of 80 days per year. May be required to overnight for 3-days or longer during extended voyages, trips to ship yards, or periods of extended storm weather.
