Summary

The Branch Chief of the Contracting Services Division is responsible for all acquisition management and ensuring that regional management and employees are fully supported with regard to service, advice, and program review related to acquisitions.

This is a temporary promotion not to exceed 1 year and can be extended up to 5 years. This temporary promotion may be made permanent without further competition.

Duties

  • Supervises a staff of approximately 10 direct reports comprised of a mix of GS-13 contracting officers, GS-12 contract specialists, and GS-7/8/9 purchasing agents and/or procurement technicians. Exercises a full range of supervisory authorities.
  • Oversees, directs, and manages acquisition and contracting services assigned to the branch to achieve timely program execution and quality project delivery with excellent customer service. Serves as contracting authority and liaison with the Solicitor's office, Bureau, and Department representatives on serious complex contracting issues involving significant monetary and legal risks. Provides general direction, leadership, and guidance and encourages a spirit of close cooperation and coordination of contracting activities within the Branch and throughout the entire organization.
  • Shares in drafting and proposing Denver Service Center's long and short-range policies, plans, procedures, and standards necessary for effective management of Center-wide contracting and purchasing activities. Determines future resource needs for the organization to accomplish evolving workloads and accommodate to changing technologies; and makes decisions regarding the placement and replacement of staff. Establishes and executes efforts to achieve program metrics such as annual obligation rates and small and socio-economic goals. Establishes programmatic contracting structure, guidelines, procedures and recommends program direction.

  • Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service); with few exceptions as outlined in 5 CFR 300.603(b). Time-In-Grade requirements also apply to former Federal civilian employees applying for reinstatement who have had a break in service of less than one year, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointments. Time-in-grade does not apply to new excepted service appointments and must be met by the closing date of this announcement.
  • You may be required to work overtime.
  • If you are a new supervisor in the Federal government, you will be required to complete a one-year supervisory probationary period.
  • You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.
  • You may be required to complete training and obtain/maintain a government charge card with purchase authority.
  • The position to which you will be appointed is subject to a financial disclosure reporting requirement and you will be required to complete a new entrant Confidential Financial Disclosure Report (OGE Form 450) within 30 days of your appointment.
  • You must be able to obtain and maintain an FAC-C Level III certification in accordance with Federal requirements.


Qualifications

All qualifications must be met by the closing date of this announcement-01/09/2025-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.

For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for the Supervisory Contract Specialist position at the GS-14 grade, you must meet the following basic requirements by the closing date of this announcement:

  • Completion of all mandatory training prescribed by the head of the agency for progression to GS-13 or higher-level contracting positions, including at least 4-years of experience in contracting or related positions. At least 1 year of that experience must have been specialized experience at or equivalent to work at the next lower level of the position, and must have provided the knowledge, skills, and abilities to perform successfully the work of the position.


AND

  • A 4-year course of study leading to a bachelor's degree, that included or was supplemented by at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. You must include a copy of your transcript with this application.
  • EXCEPTIONS: Employees in GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, they will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade, unless granted a waiver under Paragraph D.
  • WAIVER: When filling a specific vacant position, the senior procurement executive of the selecting agency, at his or her discretion, may waive any or all of the requirements of Paragraphs A and B above if the senior procurement executive certifies that the applicant possesses significant potential for advancement to levels of greater responsibility and authority, based on demonstrated analytical and decision making capabilities, job performance, and qualifying experience. With respect to each waiver granted under this Paragraph D, the senior procurement executive must document for the record the basis of the waiver. If an individual is placed in a position in an agency on the basis of a waiver, the agency may later reassign that individual to another position at the same grade within that agency without additional waiver action.


EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-13 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: Adhering to procurement principals for complex acquisition requirements; Interpreting and correctly implementing acquisition laws, directives, and policy; Leading and executing contracting all requirements and types for major and non-major procurement; Industry practices and sound business strategies; and communicate effectively orally and in writing. You must include hours per week worked in your resume.

You must include months, years, and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies." Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To show you meet the basic education requirement, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

A selectee receiving a first appointment to the Federal Government (Civil Service) is entitled only to the lowest step of the grade for which selected. The display of a salary range on this vacancy shall not be construed as granting an entitlement to a higher rate of pay.

This announcement may be used to fill additional positions if identical vacancies occur within 90 days of the issue date of the referral certificate.

Physical Demands: Work involves the physical effort of normal office operations, with occasional lifting light objects such as files, manuals, and the like. Work at times takes place under stress and pressure because of interruptions, tight deadlines, legal challenges, and changes in programs, emphases, and priorities.

Working Conditions: Work involves the everyday risks and discomforts typical of office and meeting rooms. Periodic travel is required to attend management meetings, conferences, retreats, and training.

This is a remote work positions, the duty station will be the employee's home.
