Basic Eligibility for a position with NRO
The National Reconnaissance Office (NRO), Office of Policy and Strategy (OP&S) is a direct report to the Director NRO (DNRO), charged with being the foremost policy advisor to the DNRO and NRO leadership and with forging an NRO policy and strategy foundation that enables NRO leadership and personnel to accomplish their mission and objectives. This includes providing guidance and management of sound corporate policies; influencing commercial, civil and national security space, and international space policies and strategies; and creating, maintaining, and reporting effective and agile internal management control systems and enterprise processes.
OP&S engages with a full range of interagency partners on overhead reconnaissance-related policy and strategy issues, foreign relations, and civil space-related matters to build and maintain strategic relationships that allow the DNRO to affect agendas, shape thinking, and influence outcomes.
Policy and Strategy Officers are responsible for the development, coordination and communication of the NRO’s strategic direction in support of the Director, Principal Deputy Director, Deputy Director, OP&S and DNRO. Who May Apply
The Chief, International Affairs Group (IAG), NRO/OP&S, reports to the Director of OP&S (D/OP&S), Principal Deputy Director (PDD/OP&S), and Deputy Director (DD/OP&S) (hereafter referred to as OP&S Senior Leadership Team (SLT)). The IAG Chief has the responsibility to advance, develop, implement, and sustain policies and strategies affecting NRO matters of interest regarding international affairs. This position formulates objectives and priorities, and implements plans, consistent with the long-term interests of the NRO mission -- capitalizing on opportunities, addressing risks, and building effective partnerships as the incumbent manages the overall IAG program as part of the OP&S portfolio. In performing this function, the IAG Chief will lead a small team consisting of government and contract personnel.
OP&S reports directly to the Director, NRO (DNRO) and is accountable for successfully shaping and driving internal NRO, national, Department of Defense (DOD), Intelligence Community (IC), civil space, commercial, and international policies and strategies related to overhead reconnaissance, all in support of the over-arching goal of forging an NRO policy and strategy foundation that enables NRO leadership and personnel to accomplish their mission and objectives. - Lead formulation of strategies both across the NRO enterprise and with IC, DoD, and whole-of-government external partners aimed at addressing policy issues related to NRO strategic plans, foreign partnerships and engagement, commercial remote sensing, export control, and foreign investment in the United States related to the space industry.
- Manage implementation of IAG program initiatives across a wide front in concert with broader NRO and national security space community priorities and activities, fostering cooperation and communication across agencies and departments.
- Execute expert-level support to DNRO, PDDNRO, DDNRO, and OP&S SLT on a wide range of sensitive issues, activities, and programs that affect the NRO and its mission partners and stakeholders, maintaining situational awareness on all issues relating to the IAG program; lead special projects that span the breadth of NRO and OP&S activities and priorities, as needed.
- Manage DNRO, PDDNRO, and DDNRO international engagements with foreign partners during VIP visits and overseas travel.
- As required, lead OP&S and broader NRO participation in various senior interagency working groups and studies relating to NRO partner relations and the broader overhead reconnaissance mission to ensure the necessary exchange of information, effective development of recommendations, resolution of issues, and implementation of resulting policies and strategies.
- Coordinate and collaborate with senior officials from elsewhere in the NRO enterprise and from external partners to ensure that proposed interagency policies and position(s) that would affect NRO international relationships and agreements also align with the mission, goals, and objectives of OP&S and the NRO.
- Use knowledge of data, systems, and their intersections to provide workforce information from the most applicable data source in response to standard to ad hoc requests and in support of data quality checks.
- Analyze data to draw conclusions, identify cause, and effect relationships to support leadership decisions, recommend a course of action, or solve organizational issues.

- Knowledge of (or capacity to quickly learn and apply) applicable laws, executive orders, directives, regulations and guidance related to foreign liaison activities; understanding of information sharing and/or foreign intelligence disclosure and release processes; and the ability to stay abreast of and interpret relevant changes to the above.
