Job Description

The Acquisition Services Technology, Projects, and Systems (TPS) Team provides NREL, the OCFO and Acquisition Services the data analytics, systems, and project management support necessary for the transition and continued growth. The Acquisition Services TPS Team has an inside look into your business, including current processes, challenges, and goals. They communicate that knowledge to the requisite stakeholders in propelling AS' important project forward to completion. The 'General Project Manager' on the TPS team is responsible for the planning, resource definition, and execution of a project. This requires the General Project Manager to distill needs statements into defined project scopes, with defined starts and finishes to the project. The General Project Manager is responsible for planning the activities necessary to complete the project and keeping stakeholders updated, involved, and engaged as well as on-task for their respective assigned duties. The General Project Manager is responsible for ensuring adherence to a strong change-management plan during project implementation.

  • Provides clear, organized project plans and uses the plans to ensure constructive and productive team collaboration in planning, executing, and completing projects.
  • The General Project Manager must perform activity and resource planning. Planning is instrumental in project delivery and failure to plan may result in failure of significant projects. An essential duty of this role is to create clear and concise plans to execute the project and monitor its progress as projects are underway.
  • Defines stakeholders (both internal and external), roles, responsibilities, and creates a RACI chart as required for complex projects to ensure successful delivery. Goals must be well-defined, timelines / schedules to complete the goals must be specific and measurable, and performance towards meeting the goals must be reported regularly to the stakeholders.
  • The General Project Manager must be an adept communicator. This person must develop and define a communication plan that keeps the project team aligned and focused. The General Project Manager must be able to speak to a widely varied audience including NREL's Executive Leadership Team and the Golden Field Office as required.
  • The General Project Manager must organize and motivate the project team. An essential duty of this role is to use the tools available to NREL (avoiding bogging down the project team with overly elaborate excel spreadsheets, long checklists, whiteboards, etc.) and puts the team front and center instead. An essential duty is to develop clear, straightforward plans and encouraging the team to participate in the activities required- focusing on the outputs and uses the tracking tools 'behind the scenes' to drive day-to-day project work and monitor progress towards completion.
  • The General Project Manager must solve issues that arise throughout the project execution. This may include conflict resolution between members of the project team or stakeholders. It may also mean problems with resources, project delivery, or expectations. Problem solving is an essential duty for handling issues projects may face.
  • The General Project Manager is responsible for project time management. Project success or failure will often be judged by whether it has been completed / delivered on time. Therefore, meeting deadlines is an essential responsibility for this role.
  • The General Project Manager must collaborate with the AS compliance team, ASP team, and transactional teams to ensure proper resource involvement and allocation, scope definition accuracy, and proper subject matter expertise involvement throughout the projects.
  • Collects, evaluates and conducts unusually complex analyses, and prepares reports, presentations and recommendations related to a specific field or function.
  • Tracks the business environment on an ongoing basis and assimilates changes in customer needs in order to identify related opportunities that might arise.
  • Team with Acquisition Service Group members on projects as assigned.

Basic Qualifications

Professional III-Subcontracts Administration- Relevant Bachelor's Degree and 5 or more years of experience or equivalent relevant education / experience in supply chain, management, business, contracts administration or similar field. Or, relevant Master's Degree and 3 or more years of experience or equivalent relevant education / experience in supply chain, management, business, contracts administration or similar field. Or, relevant PhD or equivalent relevant education / experience in supply chain, management, business, contracts administration or similar field. Or, relevant JD or equivalent relevant education / experience in supply chain, management, business, contracts administration or similar field.

Professional IV Subcontracts Administration- Relevant Bachelor's Degree and 9 or more years of experience or equivalent relevant education / experience in supply chain, management, business, contracts administration or similar field. Or, relevant Master's Degree and 7 or more years of experience or equivalent relevant education / experience in supply chain, management, business, contracts administration or similar field. Or, relevant PhD and 4 or more years of experience or equivalent relevant education / experience in supply chain, management, business, contracts administration or similar field. Or, relevant JD and 4 or more years of experience or equivalent relevant education / experience in supply chain, management, business, contracts administration or similar field.

  • Must meet educational requirements prior to employment start date.
  • Additional Required Qualifications

    Professional III -

  • MUST have foundational digital skills and be able to expertly navigate a PC user interface, proficiently speak / write English.
  • Knowledge of supply-chain management and federal procurement practices are preferred.
  • Experience in project management in a federal environment.
  • Process improvement experience is a must.
  • Training and certification in a process refinement discipline is required.
  • Complete understanding and wide application of project management principles and tools.
  • Understanding of procurement / supply chain management theories, and concepts in the field.
  • Considerable knowledge of laws, regulations, principles, procedures, and practices related to specific field.
  • Strong leadership, project management and problem-solving skills.
  • Ability to use various computer software programs.
  • Six Sigma Black Belt certification or equivalent.
  • Professional IV -

    Annual Salary Range (based on full-time 40 hours per week)

    Job Profile : Professional III / Annual Salary Range : $73,200 - $120,800

    Job Profile : Professional IV / Annual Salary Range : $79,600 - $143,300

    NREL takes into consideration a candidate’s education, training, and experience, expected quality and quantity of work, required travel (if any), external market and internal value, including seniority and merit systems, and internal pay alignment when determining the salary level for potential new employees. In compliance with the Colorado Equal Pay for Equal Work Act, a potential new employee’s salary history will not be used in compensation decisions.
