Tribal Transit Project Manager
National RTAP is a program funded by the Federal Transit Administration (FTA) to provide training resources and technical support to rural and tribal public transit operators and state rural transit assistance programs (state RTAPs). TransAction Associates, through its non-profit organization Neponset Valley Transportation Management Association, currently administers the National RTAP program on behalf of FTA. National RTAP’s full-time staff currently consists of an Executive Director, Interim Assistant Director, Project Manager, Analyst, and Knowledge and Resource Manager. Overall direction is provided by the Principal-in-Charge; a Technical Manager and Resource Center Assistants contribute to National RTAP work on a part-time basis. Development of some products is guided by a Review Board composed of seven representatives of state departments of transportation and seven representatives of rural and tribal transit providers.
We are seeking a full-time qualified Project Manager to serve as the lead for the Tribal Training Caucus and continue building relationships with Tribal Stakeholders, including national organizations and tribal governments. This person will be expected to manage the development of training and technical assistance products as well as lead the Tribal Training Caucus to gather information and priorities from stakeholders working with transit training and technical assistance in Tribal Transportation programs. National RTAP is initiating the delivery of hands-on skills training to fill the knowledge gap for transit staff who are capable but lack experience with the fundamentals of program management. The goal is to maintain and build capacity in the Rural and Tribal Transit Industry. This position will work with the eLearning manager to build targeted curricula for priority training. The role of the Tribal Training Caucus will be developed and implemented to expand training opportunities and share best practices for supporting and strengthening rural and tribal transit programs. This position will be part of the project management team and coordinate and collaborate with the Rural Transit Training Manager and the Tribal Transit Program Manager.
National RTAP hosts a national rural and Tribal technical assistance conference every other year. The person in this role will be expected to help develop and implement this conference and bring Tribal stakeholders and Tribal transit managers to the conference as session presenters and moderators as well as work with the team and partners to develop the program.
In addition, the Project Manager will oversee the design, development, and implementation of new training and eLearning courses, working with instructional designers and subject matter experts as needed. Work is performed under the supervision of the Executive Director and Assistant Director. For example; Transit Program Readiness and Starting Tribal Transit.
Responsibilities:
- Manage the day-to-day operations and maintenance of National RTAP Tribal Training Caucus.
- Coordinate outreach to Tribal Transportation Associations and Tribal Transit Managers with the Tribal Transit Program Manager
- * Prioritize attendance and presentations for training and outreach
- * Sit on or participate in Tribal Transit Training route development for conferences with Tribal transportation.
- * Coordinate research needs discussion to help build practice to research to practice development and improvement of understanding of Tribal transit.
- Coordinate with Mobility Management Programs to deliver trainings on National RTAP materials and tools.
- Annually revise and develop priority training needs for Tribal Transit managers in coordination with the Rural Training and Mobility Management Lead.
- Promote DIY training and provide training using National RTAP eLearning or other technical assistance materials.
- * Identify Tribal Transit managers to share their best practices and co-lead trainings
- Lead a Tribal Transit Peer Roundtable at least twice a year in person at Tribal conferences or virtual.
- Manage the development and implementation of new or updated training courses for public transit staff in rural and tribal areas.
- * Procure and oversee third-party instructional designers, subject matter experts, graphic designers and/or eLearning experts as needed, keeping the project tasks, budget, and timeline on track.
- * Work with the National RTAP Review Board and both Rural and Tribal Training Caucuses to get input throughout the development process.
- * Ensure that learning solutions meet the organization’s technical and quality standards.
- With colleagues, exhibit National RTAP materials and make presentations at conferences and trade shows throughout the United States about National RTAP and its products and services.
- Maintain a working knowledge of significant developments and trends in the fields of Tribal transit as well as mobility management, and participate in continuing education, conferences, seminars or other activities that enhance professional knowledge.
- If needed, assist the Knowledge and Resource Manager with provision of customer support in response to information or technical assistance requests submitted via phone, email, and chat.

Reports to: Executive Director (remote) and Assistant Director (onsite)
Salary Range: Starting salary range depending on qualifications and experience.
Candidate Qualifications and Skill Sets:
- Bachelor's degree
- Must have customer service orientation and experience in customer service
- Experience with the FTA Section 5311,5310, 5339, and guidance for these programs
- Ability to troubleshoot technical issues, assist Knowledge and Resource Manager with research if needed, and find answers to customer questions
- Excellent oral and written English communication skills. Training or experience in technical writing is a plus.
- Excellent organizational skills
- Must be a team player who also works well independently and has the ability to manage a project from start to finish
- Experience training on transit issues, including mobility management, ADA implementation, FTA Civil Rights compliance.
- Familiarity with MS Office software (Word, Excel, PowerPoint)
- Interest in public transit; knowledge of rural transit a plus.
- Public speaking skills a plus.
- Will thrive in a small office.
