What are the responsibilities and job description for the Human Resources Manager position at National Rural Water Association?
The National Rural Water Association is a non-profit organization dedicated to training, supporting, and promoting the water and wastewater professionals that serve small and rural communities across the country. NRWA provides training and technical assistance to all 50 states and Puerto Rico through its affiliated State Rural Water Associations that currently have over 31,000 utility system members. Rural Water training and technical assistance covers every aspect of operating, managing and financing water and wastewater utilities.
The Human Resources Manager will lead and direct HR related issues of the Association for the 50 staff members including hiring and interviewing staff, administering pay, benefits, and leave and enforcing company personnel policies and practices. The Human Resources Manager reports to the Chief Financial Officer.
Responsibilities and Duties
- Works with the executive team to understand and execute the organization’s human resource and recruitment strategy particularly as it relates to current and future talent needs, recruiting, retention, and succession planning
- Provides support and guidance to the executive team, supervisors, and other staff regarding complex, specialized, or sensitive personnel matters
- Manages the talent acquisition process, which may include recruitment, interviewing, and hiring qualified job applicants; works with supervisors to understand skills and competencies required for openings
- Analyzes trends in compensation and benefits; researches and proposes competitive base and incentive pay programs to ensure the organization attracts and retains top talent
- Assess current employee abilities and determines professional development programs to enhance or improve performance
- Represents the Association locally and nationwide to enhance recruitment efforts
- Responsible for payroll management utilizing 3rd party processor; including setup and training of staff to use the system, submission of payroll file to processor; and recording of payroll in accounting system
- Administers health and benefit plans including enrollment, changes, and terminations
- Performs online employee background checks
- Coordinates employee performance evaluation process
- Maintains personnel files
Qualifications and Skills
- Bachelors Degree in Human Resources or Business related field and/or equivalent experience.
- At least 2 years related experience required.
- Must exercise good judgment and discretion in dealing with confidential information.
Compensation and Benefits
The salary for the Human Resources Manager will be dependent upon the experience and qualifications of the successful candidate.
In addition, a competitive benefits package will be provided including 11 paid holidays, generous maternity/paternity leave and 401k match. This is a full-time position, and no outside employment or consulting will be allowed.
