What are the responsibilities and job description for the Utilities Coordinator position at National Water Infrastructure?

Job Summary:

The Utilities Coordinator is the primary point of customer contact for National Water Infrastructure (NWI) sewer and water service issues and will manage the full scope of work orders, ensuring follow up and completion in a timely manner.

This position will also work closely with NWI management and outside consultants to maintain an effective Wastewater Treatment program in compliance with Louisiana Department of Environmental Quality (LDEQ) and Louisiana Department of Health (LDH) regulations; interacting with regulating agencies and department supervisors to assist in ensuring operations are performed in compliance with all applicable requirements.

Duties/Responsibilities:

  • Interacts with customers primarily by phone to provide information in response to routine inquiries; handles general concerns and complaints about utility lines and related issues; obtains details of complaints, records necessary and vital information for work order submissions, creates/logs all customer complaints in the utility workflow database system (Flowfinity) in order to provide weekly customer complaint reports to NWI management; notifies mechanical/operator supervisors about calls, follows up with customers as necessary to ensure any problems were resolved.
  • Works directly as the NWI point of contact with Flowfinity; oversees and troubleshoots this process management platform. Responsible for activities including: creating and monitoring work orders, assisting with work order completion in a timely manner, providing weekly reports of completed work and pending work. Sets up and disables users; sets up new subdivisions; trains staff and contract operators on proper use of this system.
  • Oversees and manages the in-house regulatory compliance program, working as the primary point of contact for all outside regulating entities. Manages tasks associated with LDEQ regulations including setting up routine inspections with inspectors and NWI field staff, gathering requested documents, reporting completed work done to LDEQ following an inspection, preparing permit applications, change forms and renewals; gathering information for miscellaneous reports and assisting with company responses to regulating agencies. Tracks and provides updated facility appendix list to NWI Finance Dept to secure updated Letter of Credit as needed for LDEQ permitting. Coordinates with NWI legal staff to maintain updated tariff facility list.
  • Assists the Director of Field Operations with on-call administration: notifies personnel of on-call weekly schedules, contacts contract companies as necessary, responsible for entering and matching up on call hours in Flowfinity.
  • Responsible for gathering flow data from NWI field staff of continuous flow recorders, computing and submitting monthly flow data reports in a timely manner, coordinating repairs and ordering equipment for flow meters, coordinating annual flow meter calibrations and maintaining accurate records.
  • Works closely with Sludge Crew Supervisor to record and manage sludge removal projects schedule and sludge sites completed, requests sludge/vac dump confirmation numbers, records and reports amount of sludge to LDEQ on an annual basis, responsible for manifest recordkeeping in respective subdivision folders. Assists with LDEQ Sewage Sludge/Biosolids Permit compliance program.
  • Oversees various components of the utility operations including notifying electric company of power outages at NWI systems, sending blast text notifications for all water service-related messages, attending weekly operations meeting and tracking/noting work task needs/record keeping.
  • Assists with ROW/servitude issues, coordinating survey company as needed and collaborating with NWI legal regarding problematic access.
  • Acts as point of contact for third party operators, verifies their monthly data deliverables are submitted timely to NWI and ensures there are utilizing Flowfinity as required by NWI.
  • Manages the LDH operator certification program for NWI staff: schedules training courses and exams, tracks hours and deadlines, submits required paperwork.
  • Performs other duties as assigned.

Position Requirements/Qualifications:

  • High School diploma or General Education Development (GED) required
  • Education may vary; a degree in business administration, biology or environmental sciences is preferred, but not required
  • Experience with administrative procedures; prior experience with customer service is highly preferred
  • Proficient computer skills and ability to operate general office equipment
  • Competency in Microsoft applications including Word, Excel, and Outlook

Job Type: Full-time

Pay: $22.00 - $26.00 per hour

Expected hours: 40 per week
