Description

POSITION SUMMARY

Reporting to the Controller, the Senior Accounting Manager (SrAM). will lead all day-to-day accounting operations related to grants management, accounts receivable and accounts payable, supervising the staff working in those functions. The SrAM will be the primary staff member to support the Community Wellness department and other grant functions of the agency. The SrAM provides leadership and technical assistance to staff and supervisors in sound fiscal management practices, contract compliance and will assist the Controller and Director of Finance in the development of the agency budget. Native American Health Center is an accredited institution and adheres to the standards of excellence set forth by the Accreditation Association of Ambulatory Health Care (AAAHC) and the Commission of Dental Accreditation (CODA).
 

DUTIES AND RESPONSIBILITIES

  1. Plans organize and direct the operations of grant accounting, accounts payable, and accounts receivable. Reconciles bank and investment statements to the GL.
  2. Prepares maintains, and monitors a suite of monthly reconciliations of balance sheet and income statement accounts performed by members of the Fiscal Department.
  3. Provides leadership to the accounting staff through training, evaluating performance, and providing technical assistance.
  4. Assist in the preparation of monthly income statement and balance sheet reports for the accounting close, noting any areas of concern.
  5. Responsible for the tracking of grant expense and revenue to grant budget and apprising grant staff and accounting leadership of areas of concern. Meets regularly with grant management staff to review financial statement and budget results and provide support and assistance as needed.
  6. Responsible for the quality of information and account structure within the Accounting software and IT systems as it relates to general ledger activities. Ensures proper training of staff concerning financial/data processing needs and the effective use of functions/applications related to the health center.
  7. Maintains appropriate financial systems, ledgers, and fiscal policies and procedures, including the maintenance of the chart of accounts. Reviews a variety of reports and statements in support of financial planning and analysis activities.
  8. Coordinate the work activities of the staff in preparation for the annual audit and tax return. Ensures that support schedules are prepared on a timely basis.
  9. Develops and implements process improvements within the accounting department to increase efficiency and/or internal control procedures.
  10. Participates in the development of the annual operating budgets.
  11. Provides fiscal information to appropriate outside agencies as needed, including annual cost reports for Medicare and Medi-Cal, Medi-Cal PPS reconciliations, HCAI/OSHPD, County business property statement, Form 1099-Misc, and tax forms 990 and 199 reporting for the agency’s independent accountants.
  12. Under the supervision of the Controller, conducts supervisory/managerial responsibilities for direct reports by the organization’s policies and applicable laws including interviewing and hiring of employees; planning assigning, scheduling, and directing work; appraising performance; mentoring and counseling employees; addressing complaints and resolving problems.
  13. Strong understanding of GAAP, Code of Federal Regulations (formerly A122 and A87), and single audit (A133), internal control processes, and hands-on experience overseeing and managing a multitude of grants from varying funding sources.
  14. Advanced analytical, accounting, and problem-solving skills, financial accounting analysis and reporting skills including budgeting, reconciling General Ledger and preparing financial reports.
  15. Knowledge of reimbursement procedures to compile and allocate cost information to specific accounts. Ability to work collaboratively to achieve common goals and communicate within different levels of the organization.
  16. Ability to exercise initiative, judgment, discretion, and decision-making to achieve organizational objectives Effective supervisory skills to oversee direct reports and delegate responsibility and authority to staff.
  17. Employee Safety: Safely performs all duties; follows required protective protocols to ensure personal safety as well the safety of others.
  18. Must maintain compliance with ergonomic safety standards; be mindful of posture and regularly practice ergonomic stretches.
  19. Quality Improvement: Actively participate in internal quality improvement teams and work with members proactively to drive quality improvement initiatives in accordance with the mission and strategic goals of the organization, federal and state laws and regulations, and accreditation standards, when assigned.
  20. HIPAA: Keep all protected health information (PHI) confidential and abide by HIPAA policies for the release and disclosure of any PHI. Will report unauthorized use of disclosure of PHI immediately, to supervisor or HIPAA security officer.
  21. Work well under pressure, meet multiple and often competing deadlines. 
  22. At all times demonstrate cooperative behavior with supervisors, subordinates, colleagues, clients and the community.
  23. Other duties as assigned by Supervisor.

Qualifications


MINIMUM QUALIFICATIONS

  1. A Bachelor’s degree from an accredited college or university and five years of progressive accounting experience or an equivalent combination of education and experience.
  2. Five years experience in Grant Accounting with a non-profit agency.
  3. Advanced level computer application skills.
  4. Knowledge of government regulations as they apply to funding sources for Federally Qualified Community Health Centers.
  5. Strong demonstrated ability with solid practical experience to design and implement systems for data collection and reporting.
  6. Vaccination Level 0: Must be able to provide TB record, Physical and seasonal flu prior to start date.
  7. CPR certification must be obtained within 90 days and kept current at all times.
  8. Ability to organize, set priorities, work independently and work well with a diverse group of people is essential.
  9. Ability to work effectively as a team member with a strong collaborative management style.
  10. Must be adaptable with ability to work effectively in a multicultural organization.
  11. Excellent leadership abilities with demonstrated communication and writing skills essential for this position.
     

PREFERRED QUALIFICATIONS

  1. Lead or supervision experience.
  2. Software implementation experience.
  3. Experience in Community Health or Public Health.
