Summary/Objective

The Assistant Project Manager (APM) is responsible for supporting the Project Manager (PM) with the day-to-day operations necessary to perform full food services at a secure military facility, including employee selection, development, and performance management. Responsibilities include ensuring all financial (invoices, reporting), personnel and payroll-related administrative duties are completed accurately, on time, and following company policies and procedures. In addition, the APM will oversee the inventory and ordering of food and supplies. The APM assumes the role and responsibilities of the Project Manager in their absence.

Reports directly to the Project Manager and is responsible for implementing and managing Native Resource Development Company, Inc.’s (NRDCI) Quality Control Program, including the coordination, performance, and execution of contract service inspections for the project. The APM assures that the quality of the work meets or exceeds the project’s contractual requirements and maintains the standard of excellence established by NRDCI. A high level of internal and external customer service is required. The APM actively investigates and resolves customer issues and complaints relating to food quality and contract compliance. Relies on extensive experience and judgment to plan and accomplish the goal of high-quality food service delivery to all Air Force military personnel.

Job Responsibilites:

  • Assists the Project Manager in overseeing personnel, supervision, and any items and services necessary to perform full food services at the Satellite Dish Dining Facility.
  • Provides oversight of food preparation listed on the daily Food Service Production Log and ensures optimum freshness, flavor, color, texture, and nutritional value.
  • Provides oversight of food service accountant (FSA) duties and responsibilities.
  • Knowledge of Food Service Accountant duties and of food service programs and systems to backup as needed.
  • Maintains department revolving cash fund and associated records.
  • Enforces sanitary practices for food handling, general cleanliness, and maintenance of the kitchen, service and dining areas. Ensures compliance with operational standards, company policies, federal/state/local laws, and ordinances.
  • Supervises portion control and quantity of preparation to minimize waste.
  • Investigates and resolves customer complaints concerning food quality and service.
  • Facilitates daily communication with Air Force military personnel on schedules, plans, or projected personnel that may affect meal planning and meal required quantities.
  • Coordinates all food and supply orders based on the upcoming menu and other operational needs. Submits order to Project Manager and COR for review and approval before purchasing provisions.
  • Works closely with Storeroom Clerk to ensure accuracy of purchases and assures all credits are recognized for shortages.
  • Reviews all invoices to ensure accuracy and reconciles against orders to ensure all product is received, available and properly accounted for.
  • Monitors daily sales records and maintains records of expenses and deposits.
  • Assists other personnel, as needed, to support them in the completion of their work activities. Must document reasons if completing work that employee union employees would typically perform.
  • Administers the Company’s Quality Control Plan. The plan encompasses the tasks of inspections, deficiency prevention, and record maintenance.
  • Manages employee schedules by adjusting and ensuring coverage for absences.
  • Must know Project Manager’s daily duties to provide coverage as needed, including but not limited to, work scheduling, record keeping, financial forecasting, report development, personnel management, and complaint resolution.
  • Assists the Project Manager in the hiring process: application review, interviews, completion of new hire documents, and new hire orientation training.
  • Assists in the employee disciplinary process, complaints and grievances process, and conflict resolution process as needed.
  • Must be knowledgeable and in compliance with all Company policies, Statement of Work (SOW), Collective Bargaining Agreements (CBA), governmental and military regulations.
  • Maintains regular communication with corporate personnel.
  • Assists in the coordination of annual training of employees on food safety, security training, fire prevention, Crunch Time system (Point of Sale), ServSafe, and food handler training. Conducts other training on an ongoing basis.
  • Enforces a safety plan which ensures a safe working environment to reduce the risk of injury and accidents to workers and guests. Promptly reports all accidents and injuries to Project Manager and human resources. Completes company accident/injury reports and required mishap reports. Provides safety training immediately after an accident or near-miss.
  • Provides a quality control check on housekeeping services. Verifies day-to-day safety, facility security, key control, and facility cleanliness and documents status on the log sheet. Coordinates all maintenance and repair work requests through the Contract Officer’s Representative (COR).
  • Maintains an equipment repair log and communicates any facility maintenance issues affecting operations, safety, or security so that they can be corrected promptly. Communicates to COR any lingering matters not resolved in a reasonable timeframe.
  • Ensures employees follow employee conduct guidelines and uniform requirements as outlined in the statement of work.
