Conditions of Employment

• Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
• Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
• You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
• May be required to pass pre-employment examinations.
• Must provide proof of U.S. Citizenship or U.S. National.
• A valid State driver's license is required to operate motor vehicles.
• Must have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities, to perform the duties of the specific position for which you are being considered. Specialized experience directly related to the duties described above. Qualifying experience must have been equivalent to the next lower level in the normal line of progression.

Specialized Experience Must Demonstrate The Following

• Must have at least one (1) year comprehensive knowledge of the Navy's Non-Appropriated fund and appropriated procurement practices.
• Must also have a basic understanding of the Federal Acquisition Regulations (FAR) and the Defense Federal Acquisition Regulations (OFAR) as they pertain to appropriated procurements for activities associated with Quality of Life and Physical Readiness Programs.
• Must have a professional understanding of the competitive basis for all NAF contracting and a clear understanding of the contract process associated with NAF procurement.
• Must understand the importance of the requirements of the contract process and their relationships to each other, beginning with a purchase request through the solicitation, evaluation, award, delivery, and payment for the specific goods or services purchased.
• Must have the ability to review purchase requests for the purpose of determining which procurements are authorized as an appropriated fund purchase and which, by their nature, must be Non-Appropriated.
• Must also be able to analyze various bids to determine if they are in accordance with regulations, and that the contract award is the most favorable for the NAF activity.
• Position requires considerable tact as well as tenacity to ensure that the procurement request is accomplished to the satisfaction of the requesting manager and that the proper regulatory processes are followed.
• Must have the ability to independently resolve complex issues resulting in the completion of a purchase.

Additional information

Hourly rate of pay is determined by current and previous experience pertaining to writing contracts and holding valid government warrants.

Some positions have special requirements- Position is a non-critical, sensitive, position requiring access to IT II system and/or access to PII. An access National Agency Check investigation (ANACI) is required via the SF 86 security form.- Required to submit a Financial Disclosure Statement, OGE-450.
