- Must meet Federal Employment suitability requirements and successful completion of background investigation. Background investigations are conducted using fingerprint identification and completion of background inquiry forms.
- Must successfully pass the E-verify employment verification check. Any discrepancies must be resolved as a condition of employment.
- You must go through a Personal Identity Verification (PIV) process that requires two forms of identification from the Form I-9.
- May be required to pass pre-employment examinations.
- Must provide proof of U.S. Citizenship or U.S. National.
- A valid State driver's license is required to operate motor vehicles.

- Knowledge of Navy program goals and objectives, Federal and Navy policies, statutes, requirements and policies relative to Quality of Life programs, and skill in planning, organizing and interpreting a wide range of program requirements.
- Knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of program operations.
- Comprehensive knowledge of a wide range of financial and management concepts and principles.
- Knowledge of pertinent laws, regulations, policies and precedents, which affect the use of program and related support resources in the area studied.
- Knowledge of the major issues, program goals and objectives, work processes and administrative operations of the program.
- Skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational efficiency.
- Skill in developing new or modified work methods, organizational structures, management processes, and/or program administrative procedures.
- Skill in developing and/or conducting formal and informal briefing and negotiations.
