Duties

  • You will implement internal control procedures in financial operations
  • You will create financial data reports to justify or support funding decisions or recommendations.
  • You will adjust financial plans based on the impact of production variations.
  • You will analyze financial management system deficiencies to recommend corrective action
  • You will brief key decision makers on recommendations to improve business processes and internal controls
  • You will develop spreadsheets to track, analyze, and report status of funds.

  • Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
  • Males born after 12-31-59 must be registered for Selective Service.
  • This is a Financial Management Level I certified position per the National Defense Authorization Act (NDAA) 2012, Section 1599d. You must achieve this level within prescribed timelines. Certification requirements are in DoD Instruction 1300.26.
  • This is a Non-Key Security Cooperation Workforce (SCW) position and requires a DoD SCW Certification. Selectee must obtain and maintain certification within prescribed timeframes. SCW level required: SC4F2 (Practitioner).
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • If selected below the full performance level, you may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

Qualifications

FOR GS-11:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-09) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Using financial automated systems to draft and coordinate funds for grant programs; 2) Reviewing and evaluating records, budget requests, controls, and reporting of obligations and expenditures; 3) Reviewing and researching financial transactions and supporting documentation for contracts, financial reconciliation, and similar purposes; 4) Interpreting and applying federal financial policies and regulations to ensure compliance with program requirements.

For Gs-09:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-07) or pay band in the federal service or equivalent experience in the private or public sector performing the following duties: 1) Entering funding authorizations into various financial automated systems; 2) Processing accounting transactions for a variety of functions (i.e. commitments, obligations, accounts payable, rejected transactions); 3) Generating financial spreadsheets and reports for management review.

Education

In lieu of specialized experience, you may qualify with the following education or combination of both education and experience

FOR:GS-11:

Possess a completed Ph.D. or equivalent doctoral degree

OR

have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree

OR

have successfully completed an LL.M. degree that is related to the position being filled

OR

have a combination of experience and graduate education as described above that equates to one year of experience.

FOR GS-09:

A completed master's or equivalent graduate degree

OR

have successfully completed two full years of progressively higher level graduate education leading to a master's degree

OR

have obtained an LL.B. or J.D. that is related to the position being filled

OR

have a combination of experience and education as described above that equates to one year of experience.

PPP applicants will be placed at the FPL, if determined Well Qualified (WQ). To receive priority consideration, the FPL must be the same grade level or equivalent of the retained grade or the grade held immediately prior to separation.

Military Spouse Preference applicants will receive priority consideration at the Full Performance Level (FPL) and if determined to be Best Qualified at the FPL, and selected, must be placed at the FPL. A BQ military spouse possesses knowledge, skills, abilities, and competencies comparable to others who meet the competitive referral criteria for the specific position.
