HUMAN RESOURCES SPECIALIST (RECRUITMENT/PLACEMENT)

Summary You will serve as a HUMAN RESOURCE SPECIALIST in the BUSINESS DIRECTORATE, OFFICE OF THE EXECUTIVE OFFICER of NAVFAC ENGINEERING CMD MID-ATLANTIC. Responsibilities You will advise management on recruitment strategies, sources and use of special programs. You will provide full range of staffing administrative services of the most complex type, requiring intensive research and analysis, such as : resolving difficult and unusual pay setting issues. You will perform complex job analyses and determines most efficient methods to fill vacancies and meet human resources needs for organizations serviced. You will develop short- and long-term staffing plans. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : 1) Resolving difficult and unusual pay setting issues (superior qualifications, highest previous rate, back pay, etc.); 2) Providing guidance on special program requirements for certain positions, pre-employment contingencies, and security clearance requirements; 3) Ensuring the conditions of priority consideration programs (such as the Priority Placement Program (PPP)) are upheld and properly utilized; 4) Preparing responses to various data calls or official inquiries; and 5) Ensuring the conditions of priority consideration programs (such as the Priority Placement Program (PPP)) are upheld and properly utilized. PHYSICAL DEMANDS The work is primarily sedentary. The work may also require walking, standing and bending in conjunction with travel to and attendance at meetings and conferences away from the worksite. May carry small / light office items, as required. WORK ENVIRONMENT The work area is adequately lighted, heated and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions. Occasional visits to industrial areas may require the use of protective glasses, headgear, or hearing devices, and / or protective clothing.
