Summary You will serve as a MANAGEMENT AND PROGRAM ANALYST under the Real Estate Product Support Division with NAVFAC NORTHWEST. Responsibilities You will develop detailed programming and financial planning justification and documentation for inclusion in the Program Objectives Memorandum (POM) and Future-Year Defense Program (FYDP) submissions. You will provide business advice on business processes, capability assessments, program performance, financial trends and forecasts, and budget execution analysis for assigned core programs. You will analyze and review budget and payment related procedures. Provide recommendations based on the results of such analyses addressing manpower systems and budget and payment procedure modifications. You will develop statistical and narrative evaluations to justify organizational changes that result in a more productive or efficient use of resources pertaining to budget execution, preparation and monitoring. You will provide metrics to monitor, manage, and substantiate the effectiveness of the respective core Business Lines, Product Lines and other program products and services. Requirements Conditions of Employment Qualifications GS-12 : Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : 1) Developing program and financial planning justification and documentation for current and future federal budget submissions; 2) Identifying and conducting special studies to resolve variances or solve complex problems, to include personnel tracking and training / credentialing, etc.; 3) Providing management with documents and data for data calls; and 4) Interpreting and implementing new or revised budget regulations from various sources and prepare instructions. GS-11 : Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : 1) Collect, analyze and respond to data calls including Performance Objective Memorandum (POM), Resource Allocation Plan (RAP). 2) Identifying and conducting special studies to resolve variances or solve complex problems, to include personnel tracking and training / credentialing, etc.; 3) Providing management with documents and data for data calls; and 4) Interpreting and implementing new or revised budget regulations from various sources and prepare instructions. WORK ENVIRONMENT : The work environment usually involves everyday risks or discomforts of working in offices, conference rooms, libraries, and riding in vehicles. Occasional field visits and inspections of facilities and structure may place the incumbent in a moderately unsafe environment, i.e. in or around moving machinery, mechanical plants, confined spaces or where chemical are being used.
