Summary ou will serve as a PERFORMANCE ASSESSMENT REPRESENATIVE in the PUBLIC WORKS DEPARTMENT of NAVFAC SOUTHWEST. GS-07 SALARY $50,156 - $65,207 GS-09 SALARY $61,351 - $79,755 Responsibilities You will analyze problems and develop recommendations for corrective actions related to the Facility Support Contract performance assessment. You will identify quality deficiencies in contractor work to document and furnish proof (e.g., physical data, diagrams, photographs) of contractor performance. You will assist with the preparation of cost analysis schedules for change orders using industry / DoD standards or other appropriate cost estimating methods. You will serve as the primary contact for pest control matters and lead the development and implementation of the Pest Management policy and program. You will conduct routine assessments or periodic assessments of existing VTE systems. You will be responsible for assessing contractor performance on Facility Support Service and construction contracts to validate the contractors services meet the contract specifications. You will conduct reviews of contractor submittals and will work closely with the team lead. Assist in establishing performance schedules. Requirements Conditions of Employment Qualifications FOR THE GS-09 POSITION : Your resume must demonstrate at least one year of specialized experience at or equivalent to the 07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : 1) Assisting with the performance assessment processes, standards and procedures, associated documentation and Facility Support Contracts (FSC) contracts / task orders; 2) Analyzing problems and developing recommendations for corrective actions related to Facility Support Contracts (FSC) performance assessment; and 3) Understanding Public Works organization structure, military command structure, mission, programs, and organization relationships plus a thorough knowledge of the military facilities planning, acquisition and management process. FOR THE GS-7 POSITION : Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : 1) Ensuring that contractors are meeting the goals by assessing their performance on Facility Support Services and Construction contracts. 2) Documenting performances on a worksheet and present findings to team leads. 4) Work to create performance goals and ensure all safety requirements are being met. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience : For The GS-09 : Have successfully completed a master's or equivalent graduate degree. OR Have successfully completed two full years of progressively higher level graduate education leading to a master's degree. OR Have obtained an LL.B. or J.D. that is related to the position being filled. OR Have a combination of experience and graduate education as described above that equates to one year of experience. My percentage of the required education plus my percentage of the required experience equal one hundred percent. For The GS-07 : Have 1 full year of graduate level education OR Have superior academic achievement OR Have a combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. A transcript must be submitted with your application if qualifying using education. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and / or unusual duty hours may be required. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. PCS is not authorized.
