Summary You will serve as a PERFORMANCE ASSESSMENT REPRESENTATIVE in the NAVAL FACILITIES COMMAND of NAVFAC SOUTHWEST. Responsibilities You will analyze contractor's work to identify and recommend corrective action to avoid possible issues (e.g., delays, claims, inefficient performance). You will discuss contract modification issues (e.g., funding, tasking, manpower) with contractors and agency or activity personnel. You will determine if the correct deliverables were provided and invoiced by contractors. You will conduct follow up assessment to ensure deficiency corrections have been applied. You will compile written reports to provide status or project updates. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of SPECIALIZED experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : 1) Applying analytical and evaluative techniques to the identification, consideration, and resolution of issues or problems relating to performance assessment practices and procedures; 2) Preparing cost analysis and applying industry estimating standards to determine the reasonableness of the contractor's proposal for modifications or changed conditions. ; 3) Assisting in the development of contract specifications, reports, performance standards; 4) Reading blueprints, schematic diagrams, and architectural drawings; and 5) Applying quality management principles and quality control / assurance procedures for the oversight of QA / QC methods. Education In lieu of specialized experience, you may qualify with the following education or combination of both education and experience : Successful completion of a master's or equivalent graduate degree OR Successful completion of two full years of progressively higher level graduate education leading to a master's degree OR Possession of an LL.B. or J.D. that is related to this position being filled.
