NRF DMO Manager Role
The NRF DMO Manager is responsible for developing and managing the NRF Directorate Portfolio, balancing scope and resources to align with mission objectives. This includes ensuring alignment between work efforts and interfaces between the NRF Portfolio and other NNL directorate portfolios.
The DMO manages prioritization decisions within the NRF Portfolio when constraints and competing objectives impose limits on work to be performed. They are responsible for program management functions associated with NRF product lines, facilities, infrastructure, investment, and operating funded projects.
This includes:
- Development and maintenance of the NRF Ten Year Plan and NRF Long Range Plan
- Project management support of ongoing project and production work
- Identification and management of NRF Portfolio objectives, constraints, assumptions, risks, and formal Portfolio change control processes
The DMO ensures effective project management communication strategies and assessment/reporting of progress toward achieving Portfolio objectives. They maintain NRF Portfolio processes and management strategies in alignment with principles identified in CP-112 and CI-112.
The DMO has budgetary responsibility associated with NRF Directorate work efforts, including issuance of the NRF Planning Estimate and 08ECF Technical Work Plan. They work with counterparts across the NNL to develop and issue the Naval Reactors Technical/Budget Plan.
Required Combination of Knowledge and Skill
A Bachelor's degree from an accredited college or university in a related field and previous management experience, or a Bachelor's degree and a minimum of 7 years of relevant experience and previous management experience.
Preferred Skills
Program or project management certifications, portfolio, program, and project management experience, familiarity and experience with NNL financial and budgetary processes, experience in the NRF product line areas, experience with refueling projects, and experience with investment and/or operating funded projects.
