Job Description

The Construction Department (CD) is responsible for the execution of all projects listed within Enclosure 8 of the Naval Reactors Technical Budget Plan. This is inclusive of all major construction projects and general plant projects. In addition to completing construction projects on schedule and on budget, the Construction Department manager will be responsible for defining an integrated view on seating and parking, investment priorities, and sharing construction management best practices across the four NNL DOE sites.

The successful candidate will identify and leverage best practices across the organization in the areas of technical requirement generation, cost estimating and technical/funding submittals, project execution and closeout, and efficiency and cost savings. The candidate will also be responsible to implement a consistent enterprise-wide construction approach.

The Construction Department manager will be responsible for the full integration of the Construction subdivisions from each location allowing for better budgetary integration and prioritization. This individual will work closely the Director team, particularly the Site Directors, to evaluate and prioritize individual site needs while meeting the overall construction needs of the Naval Reactors program.

The Construction Department manager has a leadership role in the Capital Projects (CP) Directorate to integrate efforts and drive decisions, utilize business processes to monitor/assess business performance and organizational effectiveness, and sponsor improvements. The successful candidate should demonstrate a strong commitment to the Team 1 philosophy and the NNL leadership values and behaviors. The successful candidate must also exhibit dedication towards organizational development and learning and establish effective communications with internal customers, the NNL Executive Team, and NR personnel. The candidate will also leverage corporate learning from Fluor to increase NNL capability and establish knowledge growth and retention strategies.

This position reports to the Capital Projects Director.

Required Combination of Knowledge and Skill
  • Bachelor's degree in a related field from an accredited college or university
  • Previous management experience as an FMP subdivision or division manager (or external equivalent)

  • Experience delivering major construction projects on US government sites

Preferred Skills
  • Experience delivering DOE or DOD Major Construction Projects/ General Plant Projects or the non-government equivalent.
  • Experience and knowledge of the NR budget process
  • Experience with cost estimating and project management.

Pay Range
$205,200 - $333,500 annually

The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation.
