Job Description
The Naval Nuclear Laboratory is seeking a Project Analyst to join the Materials and Information Management Department. This dynamic role supports the technical libraries at Knolls and Bettis, as well as supporting mail and duplicating services, and the department's budgeting and business planning processes.
Key Responsibilities:
- Project & Portfolio Management: Analyze, implement, and monitor initiatives to optimize long-term project and portfolio planning. Develop and integrate master plans to ensure all program objectives are met.
- Business Process Improvement: Lead or collaborate with teams to identify, improve, and streamline business processes.
- General Business Functions: Oversee various department contracts, including Ricoh copiers, postage meters, and duplicating equipment (Service Contract Work Administrator - SCWA qualification required).
- Requirements Analysis & Reporting: Collaborate with managers to define business requirements and develop financial and labor performance metrics by business function.
- Program Management Support: Contribute to project teams by supporting the development of key program management components (e.g., risk management, communications, and quality plans). Participate in project meetings.
- Project & Program Reviews: Prepare materials for periodic reviews with management and stakeholders.
- Performance Monitoring: Support project performance control by developing and reporting on key metrics, assessing change control requests, and coordinating performance assessments.
- Schedule Management: Develop and maintain project schedules, resolve resource conflicts, and support project meetings and deliverables.
- Meeting Coordination: Facilitate and support project meetings.
Required Combination of Knowledge and Skill
- Bachelor's degree from an accredited college or university and a minimum of 2 years of relevant experience; or
- Master's degree from an accredited college or university in a related field and a minimum of 1 year of relevant experience.

- Project Management: Experience with project lifecycles, scheduling, budgeting, and resource allocation.
- Data Analysis: Ability to analyze data, identify trends, and offer actionable recommendations.
- MS Office Suite: Advanced skills in Excel, Word, and PowerPoint, particularly for reporting and presentations.
- Risk Management: Experience in assessing and mitigating project risks.
- Communication: Strong verbal and written communication skills for effective collaboration with teams and stakeholders.
- Problem-Solving: Proactive in identifying issues and developing solutions to keep projects on track.

Pay Range
