Summary You will serve as a SUPERVISORY HUMAN RESOURCES SPEC (STAFF / CLASS / COMP) in the Staffing, Classification & Compensation Division, Director, Civilian Human Resources (DCHR) Office of the NAVAL SEA SYSTEMS COMMAND. Responsibilities You will function as a key advisor to the NAVSEA Commander and Executive Director on long-term strategic planning, and serves as the Command's authoritative representative on a number of special NAVSEA agency-wide long-term policy initiatives. You will consult the NAVSEA Commander and senior leadership on Federal and DoD Policy, as well as Legislative Proposals. You will provide expert leadership, advice and assistance on a variety of complex HR issues and policies cutting across multiple disciplines and occupational groupings, geographic areas, and budgets. You will formulate long-range program objectives and plans. You will recommends new program initiatives to the Director, Civilian Human Resources and directs the development of proposals related to such initiatives. You will establish policies and procedures to ensure the effectiveness of NAVSEA programs and initiatives. You will present briefings to top management officials to provide information concerning strategic initiatives and projects which have a major impact on and are of major significance to NAVSEA. You will assign work to subordinates based on priorities. You will provide advice, and counsel employees on both work and administrative matters. You will evaluate work performance of subordinates. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the pay band NH-03 (GS-13 Equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following : managing a human resources program (e.g., staffing and recruitment, classification, compensation management) to ensure the application of established policies or guidelines across an organization. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. Positions may or may not have a control point within bands. If the position has a control point; thus, the salary range for this position is capped at GS-15, step 05 which is currently equivalent to $189,950. If your current salary is above this amount, your salary may be matched. This position is covered by the Department of Defense Priority Placement Program.
