Navarro Research and Engineering, Inc. is hiring a Nuclear Safety Specialist II in Carlsbad, NM. This position will provide the CBFO OESH&Q support for performing oversight of operational activities of the WIPP Engineering Program.

Navarro provides technical and professional services to support the Department of Energy (DOE) Carlsbad Field Office (CBFO) and Waste Isolation Pilot Plant (WIPP). We provide subject matter experts and assist CBFO with WIPP site operations and health and safety, including nuclear safety, oversight. We support CBFO with implementation of their quality assurance, waste management, and environmental and regulatory compliance programs, including developing strategies and engineering design and construction solutions to improve site operations. Navarro also provides program/project management support as well as audits/assessments and implementation of scientific programs.
This position will be responsible for performing oversight of projects and operations, including standard review plans and/or criteria, review and approach documents.
Will provide oversight of the facility cognizant engineering programs and balance of plant systems in accordance with DOE O 420.1C and 10 CFR 830 . Provide regular oversight of annual assessments, including field inspections, to verify safety significant, vital safety systems, systems important to safety and defense in depth controls, essential safety functions at WIPP are being implemented as intended to ensure safety. Verify safety-related deficiencies and corrective actions are addressed, oversight of personnel who prepare and independently review engeneering and safety evaluations for the WIPP facility have the appropriate education/experience and are trained in accordance with a documented training program that emphasizes parameters important to engineering and nuclear safety principles etc as applicable.
Additionally:
Provide adequate support to CBFO senior management and anticipate informational needs. Provide routine & special coverage for assigned facilities in accordance with local documents & DOE orders. Including Event Learning Reviews, field walkdowns, and critical work activities. Talk with plant personnel to become knowledgeable of current activities, attitudes, and concerns. Perform issue follow-up and closeout of Issue Collection and Evaluation (ICE) and DevonWay issues. Initiate Stop Work Actions and support the issuance of Stop Work Orders. Participate in selected "one time" teams/events such as operational readiness review teams, and investigative teams.
Provide oversight activities associated with the following WIPP safety and balance of plant systems required to be functional and operational for WIPP to operate:
- Confinement ventilation systems
- Electrical distribution systems
- Plant air (pneumatic) systems
- Underground and mining systems
- Hoisting systems
- TRU waste handling and emplacement systems
- Other facility systems
- Reviewing System Design Descriptions, system drawings, program documents, operational procedures, spare parts inventories, procurement documents, Engineering Change Notices (ECNs), Engineering Change Orders, Approval Requests Nariation Requests (AR/VRs) and other engineering and configuration management/control documents and records associated with the systems listed above.
- Conducting walk-downs and assessments of the assigned systems listed above to verify functionality, operability, and deficiencies to identify for resolution.
- Documenting results of the safety system oversight activities in approved operational awareness and issues management systems for CBFO review.
Safety Systems and Engineering Oversight Requires: Bachelor of Science degree in engineering, or technical discipline, or a related field (as approved by the Contracting Officer) AND 10 years of experience in nuclear engineering OR 20 years of demonstrated knowledge and specialized experience in nuclear engineering experience. Experience may include: Nuclear Safety Design Reviews, Independent Project Reviews, Analysis of Alternative and External Technical Reviews. Nuclear Safety Specialist II. Prior experience at the WIPP facility in engineering, operations, mining or oversight is highly preferred.
(Should be fully educated and experienced in the implementation and oversight of current DOE Standards to support DOE in the role of Engineering Oversight through review System Design Descriptions, system drawings, program documents, procurement documents, Engineering Change Notices (ECNs), Engineering Change Orders, etc.)
