NAVFAC Southwest is a cornerstone of military infrastructure on the West Coast, providing comprehensive services such as public works, planning, engineering/design, construction, and environmental services across six states. From housing and hospitals to airfields and piers, NAVFAC Southwest contracts with commercial businesses to deliver critical construction projects for the military. Additionally, the command ensures the seamless operation of Navy and Marine Corps installations through maintenance, utilities, facilities management, and more, also extending support to other federal agencies in California.

Located in the heart of California’s agricultural hub, Naval Air Station (NAS) Lemoore serves as the Navy’s West Coast Master Jet Base. Established in 1961, NAS Lemoore supports the Pacific Fleet’s Commander, Strike Fighter Wing Pacific squadrons, enabling vital operations. The station offers a small-town atmosphere while being surrounded by stunning landscapes like Yosemite and Sequoia National Parks and is centrally positioned between the Bay Area and Southern California’s attractions.

We are seeking a Senior Performance Assessment Representative (Contract Performance Manager) to oversees Facility Support Contracts, ensuring contractor services meet stringent specifications. In this role you will coordinate inspections, prepare performance work statements, and act as a Contracting Officer’s Representative. This role requires expertise in managing diverse functions like facility investment, utilities, safety, and more, critical to maintaining operational excellence across NAS Lemoore’s dynamic mission areas.

Duties and Responsibilities include:

  • Serving as a Senior Performance Assessment Representative assigned to coordinate and oversee multiple Facility Support contracts.
  • Assessing contractor performance on Facility Support Contracts to validate the contractor’s services meet the contract specifications.
  • Establishing inspection schedules based on contract requirements, nature of work to be performed, and determination of critical inspection points involved.
  • Serving as a qualified specification writer for facility services to include preparing Performance Work Statements and Independent Government Cost Estimates.
  • Preparing draft monthly Performance Assessment Summaries from Performance Assessment Worksheet results.
  • As a collateral duty, serve as a Contracting Officer’s Representative.

The ideal candidate will possess in-depth knowledge of performance assessment methods, contracting procedures, and technical requirements for facility support and operating support contracts. They excel in analyzing contractor performance, ensuring compliance with specifications, and applying quality management principles. Proficiency in reading blueprints, cost estimation, and translating customer requirements into performance-based specifications is essential. Strong interpersonal skills, including effective communication with diverse stakeholders, and the ability to resolve complex performance issues are critical. Familiarity with safety protocols, maintenance practices, and evaluating cost, quality, and schedule factors ensures successful oversight and contract compliance. In addition will have at least one year of experience in the following:

  • Performing inspections, assessments and oversight of contractors
  • Developing quality assurance and performance assessment plans for specific contracts
  • Monitoring contractor's adherence to safety measures, wage and hour laws, and labor relations
  • Developing contract specifications and reports
  • Preparing cost analysis schedules and cost estimates for new solicitations or contract modifications
