Responsibilities:
- Perform detailed analysis of RFP/RFQ/RFI/Sources Sought documents to assess requirements.
- Develop a proposal directive, proposal management plan, compliance matrix, and production schedule to ensure that all required proposal documents are produced properly and on time.
- Analyze solicitations and develop clarifying and risk mitigation questions for submittal.
- Prepare capabilities matrices, compliance matrices, and proposal checklists.
- Create and maintain proposal calendars.
- Facilitate proposal kick-offs and subsequent proposal meetings and status reviews.
- Responsible for the development and distribution of appropriate proposal-related documentation, including compliance matrices, adherence to style guides, annotated outlines, proposal schedules, writing guidance, and kick-off presentations.
- Coordinate with subject matter experts/writers, teaming partners, and pricing department. Ensure all parties are aware of their responsibilities and deadlines.
- Manage writing assignments and receipt of all proposal materials with authors and teaming partners in accordance with the proposal timeline. Provide detailed guidance to proposal contributors and partners or subcontractors.
- Writing, editing, and/or enhancing proposal content to include management approaches, transition plans, staffing plans, past performance citations, resumes, and quality plans.
- Review all proposal drafts and final documents to ensure responsiveness, accuracy, and quality.
- Organize and lead proposal color team reviews. Develop and execute the color team recovery plans.
- Review proposals for compliance and ready for production and delivery, be it electronic or printed submission.
- Perform post-submission proposal closeout activities.
- Lead win/loss debriefing review sessions.
Must-Have:
- Ability to easily shift focus from proposal to proposal to meet changing deadlines.
- Ability to work a flexible schedule, which may require occasional weekend and/or evening work.
- Ability to track assigned tasks and get back to the management team with schedules and priorities.
- Ability to collaborate effectively with management.
Required
- Bachelor's Degree in English, Communications, Business, Marketing or similar. (5 years of applicable experience can be considered in lieu of a Bachelor’s degree)
- 5 years’ experience in Federal Proposal Development.
- Experience concurrently leading and supporting complex proposals in the DoD and Federal Civilian space.
- Proven ability to effectively qualify opportunities by reviewing solicitation and comparing against EIT’s capabilities and past performance.
- Expertise in O365/Microsoft Office Suite software (Word, Excel, and PowerPoint);
- Excellent writing, editing, and proofreading skills, with the ability to convey complex information in a clear and concise manner.
- Excellent proposal management and organizational skills, with the ability to manage multiple proposals simultaneously to meet deadlines.
- Demonstrated experience with leading large-scale proposal efforts and generating proposal artifacts (outlines, shells, briefings, schedules, compliance, etc.)
- Impeccable time management, organizational, attention to detail and prioritization skills
- Familiar with iterative proposal development techniques in support of the maturation of proposal sections
- Ability to easily shift focus from proposal to proposal to meet changing deadlines.
- Ability to work a flexible schedule, which may require occasional weekend and/or evening work.
- Ability to collaborate effectively with management.
Desired:
- Formal proposal training/certification, e.g., Shipley, APMP, SMPS.
- Proficiency in Adobe Creative Suite (InDesign, Illustrator, Acrobat Pro)
- Understanding of software development processes, project management practices, and agile methodologies.
- Prior experience reviewing agency forecasts and downloading opportunities directly from GSA eBuy, Sam.gov, STARS III, etc.
Location: Hybrid, 3 days a week in our Herndon, VA office
