Duties

  • You will design, conduct, and coordinate studies and analyses of HR programs, applying comprehensive organizational knowledge, developing action plans, and ensuring timely and accurate completion of goals through collaboration and reviews.
  • You will prepare and present briefings on study findings, recommendations, and project status, negotiate management acceptance of proposals, and serve as a resident expert and consultant on recruitment and placement programs.
  • You will develop staffing guidance through SOPs and IOPs, lead or assist in evaluating the Recruitment and Placement program, and provide ongoing advice on recruitment, staffing, employment policy, affirmative action, and various federal programs.
  • You will advise on complex position classification issues, resolve controversial or precedent-setting situations, and ensure command-wide accuracy and consistency in applying classification standards.
  • You will provide authoritative interpretation of laws, regulations, and policies, and prepare AcqDemo and GS Position Requirements Determinations and Position Descriptions, detailing duties, skills, evaluation factors, and supporting narratives.
  • You will classify AcqDemo and GS positions, determine pay plans, titles, and grades, assist with supplemental documents, prepare evaluation statements, and conduct desk audits while working with managers to develop PRDs/PDs.
  • You will lead and participate in complex classification projects, evaluate position classification and management programs, and make recommendations to improve business operations and document processes.
  • You will serve as a staff advisor on the LMER (Labor/Management Employee Relations) program, collaborating with the General Counsel to develop policies, address employee misconduct, and ensure compliance with federal laws and regulations.
  • You will solve complex labor relations issues, attend meetings, respond to sensitive correspondence, develop instructions on grievances and actions, and review regulatory proposals.
  • You will serve on the management negotiating team, develop proposals, analyze union proposals, coordinate strategies, and provide advice on the impact of labor agreements on operations.
  • You will provide policy guidance on labor unions, analyze labor-management relations, and evaluate findings in relation to NAVSEA programs.
  • You will serve as the expert and advisor for workforce development, overseeing the creation and execution of a command training program, issuing guidance, and evaluating training needs to formulate an annual master training plan.
  • You will manage training systems for data integrity and reporting, while developing partnerships with business, industry, and academia to equip the workforce with essential skills and tools.
  • You will review briefing materials, accompany new hires on off-site visits, develop program materials, lead activities, and prepare and deliver New Hire presentations and orientation evaluations.
  • You will lead or participate in various workforce programs, developing and delivering briefings, reports, and correspondence.

  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower pay band, NH-02 (GS-05 through GS-11 equivalency), in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Applying expert knowledge in HR principles across recruitment, classification, labor relations, and workforce development to manage programs, conduct studies, advise leadership, and ensure compliance for the enhancement or optimization of HR operations and employee development.
