Job Summary: Serves as Facility Manager with responsibility for a combined Navy Exchange Morale Welfare and Recreation MWR infrastructure. Duties and Responsibilities: Plans develops and implements short long range capital improvement CIP projects for the Navy Exchange Morale Welfare and Recreation facilities. Prepares CIP reports and submits through respective commands for approval. Working with NEXCEN NEXCOM and BUPERS establishes scope of work specifications plans and cost estimates for construction expansion alteration renovation and remodeling plumbing HVAC etc. and ensures safety codes and environmental regulations are complete approved. Plans designs and draws up functional and building layouts that include space allocation equipment utility requirements and interior exterior decor. - Manages all projects done by Exchange personnel or contractor. Serves as the project representative and oversees all phases of the NAVFAC PWD administered construction contracts. Ensures quality and suitability of construction and represents the NEX MWR in negotiations with A E firms and contractors. - Serves as the technical expert and provides guidance and assistance in procurement construction maintenance equipment requirements vehicles MHE requirements and safety and environmental requirements. - Develops and sets priorities for the Navy Exchange equipment requirements budget and submits to NEXCEN NEXCOM for review and approval. Upon approval administers the budget and schedules the procurement of equipment based on priorites and emergency operational requirements. - May provide support to multiple NEX Activities when necessary. - Plans and directs the scheduling and coordination of the maintenance and repairs to NEX MWR facilities. Ensures proper accountability of manpower and materials using a work management system. Establishes charges for all work performed to be billed to the appropriate command on a monthly or more frequently basis. Regularly reviews operation expenses of the Facilities Maintenance Department to ensure that charge rates overhead and other expenses are accurate and in accordance witb fiscal year budgets. - Plans and directs the scheduling and coordination of the Preventive Maintenance Program for all equipment including vehicles and material handling equipment for NEX and MWR. - Responsible for the maintenance and accountability of materials and janitorial supplies. Ensures that adequate construction materials and equipment are on hand for approved projects. - Responsible for the accumulation preparation and submission of cost control data and operating statistics. Prepares reports used to analyze department performance in areas of fiscal year budget administration productivity responsiveness and technical compliance to higher level authority NEXCEN NEXCOM and BUPERS. - Develops and maintains a close working relationship with PWD NAVFACENGCOM ROICC OICC base sanitation fire safety and environmental departments NEXCEN NEXCOM and all managers in the NEX and MWR to ensure efficient and expeditious communications and processing in all program areas. - Develops and administers the Energy Conservation Program following local command NEXCOM NEXCEN and BUPERS requirements and conservation programs. - Assists in the development and administration of Emergency Recovery programs. Maintains emergency materials and equipment required to support recovery efforts and to sustain the safety of NEX and MWR associates facilities and equipment. Coordinates emergency preparations and recovery efforts with the local command. - Supervises associates through subordinate supervisory staff. Provides adequate staffing for all areas of responsibility. Approves leave and vacation schedules enforces work rules establishes internal operation policies and procedures and initiates programs or projects to serve mission needs. Ensures that a continuing program of training is accomplished develops safe working conditions and practices and assures adherence to same. Interviews and selects personnel completes performance appraisals reviews proprosed disciplinary actions resolves grievances and complaints and otherwise develops a cohesive work force. - Performs other related duties as assigned
GENERAL EXPERIENCE 3 years general experience which provided the applicant with knowledge of general maintenance concepts and operational systems material procurement and scheduling procedures property management practices and procedures including budget and report preparation or practical experience in trade craft or maintenance work incorporating operation maintenance and repair of a variety of operating equipment buildings utility systems etc. General experience consisting or routine duties which did not require technical knowledge or judgement is not considered qualifying. OR SUBSTITUTION OF EDUCATION FOR EXPERIENCE 1 year of directly related academic study above the high school level or 36 weeks of completed study in a business school or technical training institute may be substituted for 9 months of experience up to a maximum of a 4 year bachelor s degree for 3 years of general experience. AND SPECIALIZED EXPERIENCE 3 year of progressively responsible experience which provided a background in the coordination of construction renovation projects cost estimating and procurement of construction renovation project materials management of prescribed preventive custodial maintenance programs equipment repairs and maintenance records keeping establishment of scheduled inspections and construction renovation projects supervision of human resources or similar work which demonstrated the knowledge and abilities needed for successful performance.
