What are the responsibilities and job description for the TRANSPORTATION PLANNING SPECIALIST position at Navy Exchange Service Command?
Job Summary:
Assists in the day-to-day operational planning of the effective and efficient worldwide movement of merchandise and supplies in support of NEXCOM Enterprise global operations.
Duties and Responsibilities:
- Based on business requirements as well as shipment consolidation opportunities determines optimal transportation method modes.
- Tenders' shipments based on business requirements to preferred carriers utilizing available applicable transportation management systems.
- Monitors reports of shipment discrepancies late deliveries and inadequate equipment to detect trends in carrier performance.
- Maintains liaison with carriers as well as shipping and receiving activities to coordinate the pick-up and delivery of commercial freight.
- Ensures that current and accurate freight rates and service offerings are maintained within the TMS application.
- Maintains records logs and files for tariffs tenders freight bills etc. As required contacts carriers pertaining to tariff and or tender changes.
- Monitors freight bill match and payment authorization module residing within the TMS to ensure accuracy of carrier freight charges.
- Ensures proper preparation of payment vouchers and accounting documents for allocation of freight expense.
- Coordinates with all customers vendors stores distribution centers NEXCOM headquarters in determining the most effective and cost-effective means of transporting merchandise and supplies.
- Research data relative to proposed sales plans and operational changes relative to their impact on transportation planning.
- Works under the general supervision of a Transportation Planner who provides instructions regarding new policies and procedures. Incumbent performs independently within the framework of established policies procedures and instructions receiving advice and guidance in connection with unusual problems and or situations not covered by regulatory material. Work is reviewed for compliance with regulatory guides and program policies and for accuracy and adherence to regulations and instructions.

General Experience: 2 years of experience in administrative professional analytical or other responsible work related to traffic or transportation or other responsible work related to traffic or transportation programs or operations and skill in dealing with others in person-to-person work relationships.
OR Substitution of education for experience:1 year of academic study above the high school level which included 6 semester hours of courses such as traffic or transportation management economics business administration accounting finance or statistics may be substituted for 9 months of experience up to a maximum of a 4-year bachelor's degree for 3 years of general experience. Or hold Certification in Transportation Logistics CTL by the American Society of Transportation Logistics (AST-L).
AND Specialized Experience: 2 years of progressively responsible experience which provided a knowledge of the principles of traffic management and operating programs regulations and procedures conducting analyses of transportation services rates and routes negotiation with carriers on related matters and providing technical assistance on transportation matters or similar work which demonstrated the knowledge and abilities of traffic management to perform with a minimum of supervision.
