Overview:
We are seeking an experienced and detail-oriented Program Manager to oversee the development of new and existing functionalities within a Health Management System (HMS). The selected contractor will collaborate closely with various stakeholders to ensure successful project execution, meeting technical specifications, timelines, and budget. This role requires a strong understanding of project management methodologies, data/system modernization, and health IT systems.
Key Responsibilities:
- Collaborate with the project leads and workgroups to prioritize tasks related to the initiative.
- Develop, maintain, and update project artifacts, including project plans, status reports, risk assessments, and related documentation.
- Produce and maintain comprehensive application documentation, including business analysis, process flow diagrams, requirements documentation, etc., for data modernization projects.
- Facilitate collection of system requirements from business program staff and perform business process analysis.
- Develop process maps and assist the project team in all phases of the project lifecycle.
- Create test cases and test plans for User Acceptance Testing (UAT) and facilitate UAT with business staff.
- Organize and facilitate meetings, ensuring decisions are documented, issues and action items are tracked, and progress is communicated.
- Communicate regularly with project teams, leads, stakeholders, and management to provide updates on activities, deliverables, and statuses.
- Actively participate in project status meetings, ensuring alignment with organizational IT standards and guidelines.
- Ensure compliance with Project Management Office Policies and Procedures.
- Maintain a high level of security and confidentiality in all project-related activities, adhering to data security policies.
Contractor Qualifications and Experience:
- Minimum of 5 years of experience in project management, including managing large-scale, multi-phase projects.
- At least 5 years of experience in communicating project updates effectively, both orally and in written form, to technical staff, executive management, and user groups.
- A minimum of 5 years facilitating current state or application analysis sessions, documenting use case process documents, and creating workflow diagrams.
- At least 5 years of experience with User Acceptance Testing (UAT) methodologies, including documentation and execution.
- Proven experience with meeting facilitation, documentation, and tracking work tasks.
- 5 years of experience with Microsoft Visio, Word, and Excel, and a strong understanding of project management tools.
- Minimum of 5 years developing and presenting project plans, status reports, and detailed status presentations.
- Demonstrated ability to track project schedules, manage work breakdown structures, and mitigate risks/issues.
- Successful track record of delivering projects on schedule, within scope, and within budget.
- At least 7 years of experience leading data or system modernization projects within a government agency.
- Minimum of 1 year of experience working with Health Information Technology (Health IT) systems.
- Certified Project Management Professional (PMP) certification is required.

Travel Reimbursement:
- Travel reimbursement is authorized only when pre-approved by the Contract Manager
