Description Of Work

The Chief Probation/Parole Officer (CPPO) is responsible for direct line supervision of Probation/Parole Officers, Judicial Services Coordinators, and clerical personnel within a unit. The CPPO organizes and manages the workflow of the unit to ensure the goals and strategies of Community Supervision are implemented. The CPPO is also responsible for daily operation of and direct involvement in all aspects of decision-making processes regarding offender supervision which includes assigning cases, coordinating workflow, work schedules, time entry, and staff training. This position is involved with disciplinary, dispute and grievance action processes when necessary, and manages team staffing and employee performance.

The offender population has been sentenced by the Court or were ordered by the Post-Release Supervision and Parole Commission. These offenders are typically high-risk and require disciplined supervision strategies, reentry case planning and effective case management. The CPPO will frequently engage in crisis intervention, meetings with stakeholders. Offenders vary from high-risk to low-risk and require effective supervision strategies, case planning, and individual case management.

This job is characterized by significant role modeling, coaching, reinforcement of pro-social behaviors, teaching pro-social skills and decision making to staff. This position ensures that each employee is proficient in areas necessary for job performance and that an environment conducive to professional growth and development is provided for employees within the CPPO’s purview. The CPPO must hold staff accountable for workload and case management. This position requires the ability to establish an appropriate course of action to ensure completion of assigned duties within given time frames.

The CPPO must be able to work a flexible schedule which includes 8-5 and respond at any time to emergency calls as unit caseloads demand. The CPPO will also frequently need to analyze a situation and respond immediately to crisis situations or provide a solution. The CPPO must be available twenty-four hours a day, creating the need for development and often independent implementation of unique control mechanisms. The person in this position may be assigned an active caseload which could require second shift hours. They may also be required to serve on EHA response team which includes on-call status and the need to respond to EHA violations.

Position requires the ability to target offenders’ needs to ensure quality supervision and appropriate swift and certain responses to noncompliance. The CPPO must have demonstrated ability to maintain a calm and rational composure when dealing with difficult situations and individuals and exhibit the ability to focus on the task at hand. Position also requires the ability to develop professional alliances and establish and maintain effective working relationships with officers, offenders, judicial officials, law enforcement officers, community agencies, the public, and co-workers. It is vital that the position holder is able to express themselves clearly in oral and written form.

The CPPO must possess the skills necessary to qualify annually with a firearm and unarmed self-defense, complete CPR annually, and be indirectly exposed to O.C. Pepper Spray as part of a training exercise.

Chief Probation/Parole Officers must reside within 30 miles of the county of assignment within 90 days of their start date. This position is certified by the NC Criminal Justice Education and Training Standards Commission.

This is a full-time position (40 hours per week) with benefits . **Applicants must pass a background check to be eligible for this job.**

As of January 1, 2025, there are new increase adjustments to the state's pay plans which were approved by the State Human Resources Commission, effective January 1, 2025. The new salary range will be $48,222.00 - $84,388.00.

If selected for this position, a new salary will be recalculated taking into consideration the quantity of relevant education and experience, funding availability, and internal equity. Based upon these factors, a pay increase MAY result.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Thorough knowledge of Community Supervision’s goals, objectives, and policies
  • Demonstrated experience with case planning , structured intervention worksheets and delegated authority
  • Working knowledge of structured sentencing, evidence-based principles, and Justice Reinvestment
  • Thorough knowledge of North Carolina offender supervision, available treatment services and community resources
  • Thorough Knowledge in determining the appropriate levels of supervision for offenders and assessing and responding to the needs of offenders through counseling

Bachelor’s degree from an appropriately accredited institution and four years of experience as a North Carolina Probation/Parole Officer , or an equivalent combination of education and experience.

The Bachelor's degree is a requirement. There is noequivalency for the four-year degree requirement based on N.C. Criminal Justice Education and Training Standards Commission.

Necessary Special Qualifications: Must be eligible for certification by the North Carolina Criminal Justice Education & Training Standards Commission.

DCS is also responsible for the supervision of offenders who transfer from other states through the Interstate Compact program and has oversight of the Community Service Work Program.
