The position serves as a member of the Human Resources extended management/leadership team, providing guidance and support to the Director of HR Operations and the Chief Human Resources Officer. The position has programmatic oversight of the Employment and Organizational Effectiveness programs. Sections and Units managed include Talent Acquisition, Regional Employment Office Operations and Program Evaluation, Policy Review, and Project Management, directly and indirectly managing multiple teams of HR professionals to include HR Managers, HR Consultants, HR Technicians, Program Analysts, and other staff. The Manager of Employment and Organizational Effectiveness manages sections, and develops strategic plans and objectives to ensure sections develop and implement plans and initiatives to support the overall mission of the agency and the Human Resources Division. The position will work with subordinate managers and supervisors to develop metrics to measure work progress and track HR projects.

- Strategic HR Leadership
- Provide expert HR guidance to leadership, aligning HR functions with agency goals.
- Lead workforce planning initiatives and oversee recruitment strategy development.
- Evaluate HR programs, policies, and processes to enhance operational effectiveness.
- Program Oversight & Optimization
- Manage Talent Acquisition, Regional Employment Office Operations, and Program Evaluation teams.
- Develop metrics and tracking systems to measure HR project success.
- Implement strategies to decrease hiring processing times and reduce errors.
- Collaboration & Policy Development
- Serve as an HR subject matter expert, advising executive leadership on HR operations.
- Partner with field HR teams to improve hiring and workforce planning initiatives.
- Ensure compliance with state HR policies, laws, and best practices.
- Process Improvement & Technology
- Leverage HRIS systems (e.g., NEOGOV, Workday, PeopleSoft) to enhance HR operations.
- Utilize data analytics to drive decision-making and improve HR service delivery.
- Lead cross-functional HR projects that promote innovation and efficiency.
