The Transportation Department of the North Central Texas Council of Governments (NCTCOG) is seeking an individual to assume a leadership role in the management of areas within the Sustainable Development Program primarily focusing on active transportation (bicycle and pedestrian) planning. This position will be classified as a Senior Transportation Planner and will oversee staff activities and implement programs and projects related to active transportation initiatives for the Dallas-Fort Worth region with a population exceeding 7.5 million.

This position is an exciting opportunity to see integrated transportation and land-use planning move from theory to policy to implementation. The successful candidate will work in a fast-paced office environment with multiple priorities and assist in conducting activities related to multimodal corridor studies using context-sensitive design principles, infrastructure planning and design, complete streets, funding, speaking engagements related to active transportation planning throughout the region, Geographic Information System (GIS) mapping, analysis, and data management. Some specific project areas the successful candidate will assist with include: implementing a regional pedestrian safety action plan, supporting regional complete streets policies and implementation projects, providing technical assistance for the development of local pedestrian and bicycle master plans, coordinating the work of consultants for alignment studies and preliminary engineering of projects related to Regional Veloweb paths and on-street bicycle facilities, coordinating projects related to first/last mile connections to transit stations, conducting safety and education community outreach, supporting the regional Bicycle Pedestrian Advisory Committee (BPAC), supporting funding programs and calls for projects initiatives, and developing active transportation project funding criteria and performance measures. The North Central Texas Council of Governments is currently permitting employees to work a hybrid schedule that consists of working part of each week in the NCTCOG offices in Arlington, Texas, and part of each week remotely from home within the Dallas-Fort Worth Region.

Responsibilities may include, but are not limited to, the following:

  • Monitoring and coordinating project activities, including budget expenditures
  • Documenting project progress and ensuring accurate and timely completion
  • Drafting and delivering presentations
  • Handling special assignments outside of daily tasks
  • Managing consultant studies
  • Creating education and outreach materials
  • Participating in the collection and analysis of data
  • Supporting various committees, public outreach, and events
  • Organizing workshops, training, and working groups
  • Preparing and reviewing memorandums, letters, documentation, articles, executive summaries, and technical reports
  • Drafting technical and policy recommendations
  • Supervising staff

Required Skills

  • Advanced knowledge of ESRI GIS software products

Required Experience

  • Bachelor’s degree in analytical, quantitative methods (i.e., Urban Planning, Transportation Planning, Public Administration, Urban Geography, or a related field); Master’s degree desired
  • At least three years of job-related experience in planning
  • Experience facilitating meetings, presenting to the public/public officials and stakeholders, and formulating recommendations through written reports desired
  • Experience coordinating corridor plans, master plans, and similar planning studies desired
  • Experience with urban design plans, complete streets, and/or other walkable urban districts desired
  • Experience with project schedule development and tracking desired
  • Experience working with diverse stakeholders (elected officials, all levels of government, technical staff, interest groups, etc.) desired
  • Experience in detailed collection and analysis of data desired
  • American Institute of Certified Planners (AICP) and/or other certifications from allied professions desired
  • Experience in staff supervision desired

Starting Salary Range

Minimum of $70,795 - $84,954 annually

The planning area for transportation includes the 12 counties of Collin, Dallas, Denton, Ellis, Hood, Hunt, Johnson, Kaufman, Parker, Rockwall, Tarrant, and Wise.
