Distinguishing Characteristics
This position is distinguished by the need for a professional demeanor and excising sound judgement in the management of NCTD’s Bus Stop and Amenities Program. The incumbent in the position of Bus Stops Program Manager must be detail-oriented and able to understand, interpret, and apply laws, rules, ADA regulations, right of way considerations, policies, procedures, contract, budgets, and labor/management agreements. Additionally, properly prioritize, implement, and manage work schedule, projects, and assignments.

Essential Functions
- Plans, organizes, and assigns maintenance tasks, such as the installation or removal of transit posts, signs, benches, shelters, and zones, including layover zones, to SMART (Internal Association of Sheet Metal, Air, Rail, and Transportation Workers) union facilities personnel.
- Monitors stops, bus zones, layovers, and restroom facilities by checking for hazards, furniture, damages, and overall cleanliness.
- Monitors and evaluates work performance of maintenance personnel in accordance with established policies and procedures to ensure that goals are met and assesses discipline when necessary.
- Assesses training needs and develops training programs for maintenance personnel.
- Provides technical advice and prepares complex technical reports and studies on stops and zones and related matters.
- Evaluates transit zone sites to determine the best location for transit stops and informs appropriate personnel of the changes and/or modifications.
- Manages bus stop audits with other NCTD subject matter experts to review infrastructure and passenger amenity needs, such as compliance with ADA, operational safety, and state of good repair for benches, shelters, bike racks, passenger advisory signs etc.
- Establishes contracts with businesses to grant restroom privileges to NCTD personnel, e.g., Bus Operators.
- Monitors existing bus stops, bus zones, and restroom contracts.
- Responds to internal and external customer complaints.
- Interacts with local government agencies to investigate and resolve complaints about transit stops.
- Organizes and maintains inventory of various signs/wayfinding and orders stock, as needed.
- Reviews public utility and building construction engineering plans to determine impact on NCTD operations and facilities.
- Prepares and manages NCTD’s Bus Stop Development Handbook, ensuring the document is kept update and coordinated with appropriate departments.
- Prepares proposals to various government agencies to obtain funds to improve transit stop and terminal facilities.
- Prepares and manages Memoranda of Understanding (MOU) with local jurisdictions for the placement and maintenance responsibility of bus passenger amenities and infrastructure.
- Supervises, trains, mentors, and motivates subordinates.
- Conducts safety meetings on subjects related to tasks performed by maintenance personnel.
- Accounts for subordinates and personal compliance with all of NCTD’s safety rules, polices, and procedures.
- Contributes to ensuring that the Equal Employment Opportunity (EEO) policies and programs of NCTD are carried out.

Qualifications
Experience/Education
- Bachelor’s degree in business administration, Public Administration, or a related field;
- minimum two (2) years of relevant transit stops and zones experience or two (2) years relevant supervisory experience in transit operations; traffic engineering experience.
Certificates/Licenses
- Possession of and the ability to maintain a California Driver’s License, Class C with less than 6 points in the prior 36-month period and no DUIs in the prior 7 years.
- Must be able to obtain and maintain access to Marine Corp Base Camp Pendleton.
General Requirements
- Must comply with all California Occupational Safety and Health Administration (Cal/OSHA) regulations and utilize approved safety equipment and personal protective gear including, but not limited to, respirators, eye and hearing protective devices (HPD), if and when required.
- Knowledge of theories, principles, and practices of establishing and maintaining public transportation stops and zones.
- Knowledge of Applicable local, state, and federal laws, ADA laws, FTA rules, and regulations governing the maintenance of transit stops, zones, terminals, and restrooms.
- Knowledge of safety procedures related to transit stops and zones, and their installation and maintenance.
- Knowledge of NCTD stops, zones, traffic conditions, standards and procedures.
- Knowledge of supervisory principles and procedures.
- Knowledge of applicable business software applications and web mapping service, such as Google Maps, ESRI ArcGIS.
- Skill in planning, organizing, and monitoring the work of a facilities team.
- Skill in sketching stops and zones using fundamental drafting techniques.
- Skill in identifying and addressing hazards regarding bus stops.
- Skill in analyzing situations and issues, identifying problems, and recommending and implementing appropriate solutions.
- Skill in communicating effectively orally and in writing.
- Skill in interacting professionally with various levels of NCTD employees and external stakeholders/partners.
- Skill supervising, training, and motivating assigned staff.
- Skill operating NCTD fleet vehicles and equipment safely and efficiently.
- Ability to follow oral and written instructions.

- Skill in Strong written and oral communication skills, including knowledge of the structure and content of the English language such as the meaning and spelling of words, rules of composition and grammar.
- Intermediate to advanced proficiency in computer software programs, particularly the Microsoft Office Suite. Experience with Enterprise Asset Management, such as Trapeze EAM or CoreMap, is a plus.
Supplemental Information
Ability to use the phone and computer for extended periods, manual dexterity to complete clerical functions, work with office equipment, and periodic lifting of equipment up to 25 pounds is required. Ability to hear, see and to communicate verbally in the English language to exchange information. Ability to physically travel between District locations and other destinations, work in evenings when required, work in hazardous conditions, and negotiate a variety of different and irregular terrain. The incumbent in this position may be exposed to a high noise environment that includes moving machinery and/or vehicles. May be subject to fumes, odors, dusts, gases, chemicals, and electrical hazards. Ability to walk, climb, balance, bend, carry, push, reach, sit, and stand. Incumbents in this position must have good distance vision and/or depth perception to judge distances and color recognition (e.g. distinguishing wires, resistors, containers, light signals etc.).

Retirement: NCTD participates in the CalPERS retirement program with a benefit formula of 1.5% @ 65 for PEPRA new members. Benefits are calculated based on your age at retirement, the number of years of service credit with CalPERS and the average of your monthly compensation over the past 36 months (36 months average highest hourly pay rate).

Dental Insurance: NCTD offers two different dental plans for employees and their eligible dependents (HMO and PPO) from a reliable dental insurance provider. - $10.00 co-pay for Annual Exam
- No charge for standard lenses every 12 months

Life Insurance: NCTD cares for its employees, and thus provides at no cost to the employee group life insurance in the amount of $50,000 (coverage includes Accidental Death and Dismemberment and Accelerated Death benefits). Additional life insurance is available for you and your eligible dependents at your expense. * Tax reporting is required for any amounts over $50,000, per IRS guidelines. Supplemental life insurance coverage premiums are deducted on a post-tax basis.
Long Term Disability Insurance: NCTD offers voluntary Long-Term Disability (LTD) insurance. You may elect units of $100 up to 60% of your hourly wage to a maximum of $6,000/month. Deductions are post-tax, coverage 24/7, limitations or exclusions, and benefits are payable to age 65 or for two years (whichever is longer).
Flexible Spending Account Plan: NCTD offers two core FSA plans and two Commuter plans. Health Care and Dependent Care plans are “Use It OR Lose It” calendar year plans (Jan. 1st – Dec. 31st). The Commuter Transit and Parking plans do not have a “use it or lose it” policy. Plans are as follows:

Disability Insurance: Employees contribute to California State Disability Insurance (SDI). The current contribution rate is 1.1% of earnings and is totally paid by the employee. After the 7-day waiting period, SDI pays a percentage of employee’s salary up to a maximum of $1,540.00per week, for up to 52 weeks. SDI may be coordinated with Paid Time Off (PTO).
Accident Insurance: NCTD offers voluntary accident insurance. You may elect coverage for you and your dependents for a flat monthly rate. Deductions are post-tax.
Critical Illness Insurance: NTD offers voluntary Critical Illness insurance. You may elect coverage up to $10,000 in increments of $2,500, for you and between $2,500 - $5,000 for your dependents, not to exceed 50% of coverage amount. Deductions are post-tax.
Administrative Holidays: NCTD recognizes 10 paid holidays per year: New Year’s Day, Martin Luther King Day, President’s Day, Memorial Day, Juneteenth, Independence Day, Labor Day, Veterans’ Day, Thanksgiving Day, and Christmas Day.
PTO (Paid Time Off): All NCTD Regular, Probationary, and Limited-Term employees shall receive Paid Time Off (PTO). PTO shall be taken at reasonable times approved by the employee’s supervisor.
PTO shall be earned equally in each pay period during the year in accordance with the following schedule, based on the number of years of NCTD service completed:
- 0 through 3.99 years of service completed: 120 hours per year (15 days)
- 4.00 through 9.99 years of service completed: 176 hours per year (22 days)
- 10 and more years of service completed: 216 hours per year (27 days)
Transportation Passes: All NCTD employees receive an identification “PRONTO Card” which can be used to ride the following NCTD/MTS transit services (BREEZE, FLEX, SPRINTER, COASTER, MTS Bus, Trolley) at no charge. Eligible family members also receive a pass for NCTD public transportation at no charge (paratransit excluded).
Bereavement Leave: NCTD offers paid bereavement leave.
