Join the North Dakota Parks and Recreation Department as our Human Resources & Process Improvement Manager and play a key role in shaping our workforce and optimizing operational efficiency. As a vital member of our Business Services Team, you'll oversee personnel management and lead process improvements for an agency that employs:
- 66 full-time staff
- 20 year-round temporary employees
- 300 seasonal team members annually
Reporting to the Chief of Business Services, you'll collaborate closely with the Director and division managers to strengthen our team and streamline operations.
Summary of Work
In this dynamic role, you'll support and develop our agency team by delivering core Human Resource and Process Development competencies including:
- Oversee full-cycle recruiting, onboarding, and offboarding
- Provide HR policy guidance and ensure compliance with best practices
- Address employee relations, including performance management, conflict resolution, and engagement initiatives
- Offer strategic support to senior leadership on administrative and workforce planning
- Develop and implement training programs for onboarding, professional growth, and role-specific skills
- Lead cross-functional teams to optimize agency processes and drive efficiency
Minimum Qualifications
- Bachelor's degree in Human Resources, Business, Management, Organizational Development, or related field
- 5 years' demonstrated experience in Human Resources, Talent Acquisition, Organizational Development, or Process Improvement
- Combination of education and demonstrated skills that fulfill or exceed the minimum qualifications
- Strong interpersonal and communication skills
- High regard for professionalism, discretion, and confidentiality
Preferred Qualifications
One or more of the following certifications:
- PHR or SHRM-CP certification
- Lean/Six Sigma Green Belt or Black Belt
- Certified Facilitator (CFT, CPF, or equivalent)
