The Nebraska Department of Health & Human Services is looking for an IT Business Systems Analyst to play a key role in driving innovation and efficiency within our technology solutions. In this role, you’ll partner with business stakeholders to define requirements, analyze operations, and collaborate with technical teams to enhance software applications. If you're detail-oriented, enjoy problem-solving, and excel at both technical and business communication, this could be the perfect opportunity for you!
This is not a remote or out-of-state remote position. You must be able to report to the Nebraska State Office Building in Lincoln.

Examples of Work
Business Collaboration
- Determine and communicate (verbally/written) business requirements through partnering with client/business partners
- Analyze and document existing and potential business process to enhance the departments existing and future offerings
- Analyze and document business operations for functionality and feasibility
- Propose and present business proposals for additions/modifications to existing systems functionality
- Collaborate with delivery/solutions team member to provide quality application software solutions
- Analyze and document system anomalies and malfunctions
- Analyze business / system functions for proposed enhancements / changes
- Participate in the research / analysis / design of software solutions
- Build and document testing scenarios / test plans
- Conduct systems and application testing and approvals
- Support software methodologies for application development and deployment
- Provide technical documentation/instruction on existing software features and enhancements
Minimum Qualifications: Post high school coursework, training, or experience in the analysis of business processes and system requirements, and the creation of business process applications.
Preferred Qualifications
- Associates or higher educational degree associated with Human Services, Business or Computer Science.
- 2 years working as a business / solutions analyst
- 2 years’ experience in a health / human services delivery environment
- Previous experience with Medicaid / Economic Assistance / Developmental Disabilities / Child Welfare Protection
- Previous experience in a Public Services environment
Knowledge, Skills, Abilities
- Post high-school course work / training / experience in systems analysis research and documentation
- Experience in a fast-paced business environment
- Strong verbal / written communication skills
- Self-motivated / self-starter with the ability to work individually
- Ability to work in a collaborative team environment
- Proficiency with the Microsoft Office (Outlook / Word / Excel / Visio / Share) and Webex
- Experience in meeting facilitation / information gathering / research exploration and problem resolution
- Working in a professional organized manner
- Ability to plan / organize / priorities work to meet the business and public needs
- Ability to multi-task with changing priorities and requirements
- Understanding of SDLC methodologies
