Job Description
The Department of Health and Human Services (DHHS) is seeking a thoughtful, organized and politically astute individual to join our Office of Legislative Services (OLS) as a Legislative Policy Analyst!

Hours are Monday-Friday, 8AM-5PM, but longer hours during Legislative Session.
Examples of Work
Duties Include
Minimum Qualifications: Post high school coursework or training in public relations/public affairs, communications, political science, or public administration and experience in policy development and implementation or assisting in drafting bills, researching statutes, and revision of rules/regulations .
Preferred Qualifications: Bachelor’s degree in Political Science, Public Administration, or Policy. Understanding of the legislative process in Nebraska. Experience with tracking bills, researching statutes, or attending legislative hearings. Basic understanding of services provided by the Department of Health and Human Services. Experience in planning and monitoring contracts/agreements. Experience in financial and budgetary reports. Proficiency in office management such as ordering supplies, and staff equipment requests. Monitoring proficiency in tracking compliance to policies and procedures. Proficiency with Microsoft Office products and internal tracking databases. Strong communication skills and creative thinking. Ability to engage in work both collaboratively and independently, expeditiously, and confidentially.
Pay rate may be commensurate with education and/or experience within fiscal constraints, if approved.
Knowledge, Skills, Abilities
Ability to: utilize computer programs such as Adobe Suite, Microsoft Word, Excel, and PowerPoint; maintain and edit databases and internal tracking sites; effectively communicate in individual and group settings with Department personnel, other government employees, and the public; draft correspondence; proofread documents for grammar, punctuation, spelling, and composition; create, edit, and format documents and information to be released outside the Department; assess the impact and effectiveness of specific public information materials or activities in meeting the interests and needs of the Department; identify, track and compile critical information, dates and statistics; work under pressure and under deadlines; utilize organizational skills and attention to detail; maintain confidentiality; and provide support to other teammates.

Duties Include
- Track state legislation impacting the Department;
- Monitor implementation of legislation;
- Organize Department legislative proposals;
- Maintain databases;
- Collaborate with Divisions to ensure timely completion of policy documents and reports;
- Monitor and attend legislative hearings;
- Attend legislative meetings on behalf of the Department;
- Coordinate technical information requests from legislative staff;
- Assist with assigned divisions to ensure hearing preparation and coordinate committee follow-up information;
- Create and review documents such as PowerPoints, one-pagers, brochures, charts, spreadsheets, and letters.
- Manage, planning, and monitor program contracts/ agreements such as services and commodities, ensuring procurement needs are met.
- Monitor operations for compliance to policies, procedures, and processes to provide guidance to teammates.
- Monitor correspondence and refer to other staff for reply or collect background information.
- Prepare financial and budgetary reports, and reconcile each month’s state card expenses.
- Submit payment requests for invoices to OnBase.
- Manage security requests on behalf of the COMS and OLS Directors:
- Ensuring new hires have a computer, phone, and system access when they start
- Ordering equipment
- Requesting access to systems containing sensitive data
