Risk Management Associate Counsel

Position Summary:

NIFA is seeking a process-oriented, collaborative leader, with 2 – 5 years’ legal experience. Key job duties will include helping NIFA to develop, implement and coordinate key risk management activities at NIFA. Potential for growth into larger enterprise role over time. Strong collaboration and leadership skills are essential, as is the ability to explain and support new ways of working with staff and partners.

Essential Job Functions:

• Actively participate in and contribute to achievement of NIFA's strategic objectives and departmental goals.
• Work with Leadership Team to create, implement and oversee corporate policies and procedures designed to assure the highest level of financial, corporate and client/partner transparency, sustainability, and security.
• Oversee the process of preparing and submitting grant proposals to secure funding for agency initiatives, as well as participating in grant writing as requested.
• Collaborate with program managers to develop grant proposals that align with agency objectives and legal requirements.
• Ensure compliance with grant requirements, regulations, and reporting obligations.
• Participate in the program development and improvement process to ensure consideration of appropriate risks and optimal program structure.
• Draft, review, revise, and consult on new program documentation or revision of existing programs to ensure documentation is streamlined and legally compliant.
• Ensure that federal or state legislative changes affecting NIFA or its programs are known and, as relevant, integrated into compliance and workflow procedures.
• Work with NIFA’s Housing Policy and Legislation Manager in review of legislation as requested; assist, as needed, in drafting legislation and preparing legislative testimony.
• Provide legal analysis and recommendations on proposed legislation and regulatory changes affecting the agency's operations.
• Coordinate all matters, as relevant, assigned to outside counsel, ensuring efficient and effective use of NIFA resources.
• Oversee Accounting’s compliance with the Records Retention policy and the digitization of all accounting records to be retained.
• Create, review, update and improve documentation of all relevant business processes at least annually.
• Assist the Exec and Leadership teams with special projects, as requested.
• All other duties as assigned.

Qualifications:

• Juris Doctor (JD) degree from an accredited law school.
• Admission to the state bar and in good standing.
• Minimum of 3 years of relevant legal experience, preferably in housing law, lending, or government.
• Excellent communication skills, both verbal and written, with the ability to convey complex legal concepts clearly and effectively.
• Strong analytical and problem-solving skills with the ability to think strategically and provide practical legal advice.
• Strong knowledge of contract law, grant compliance, risk management, and regulatory compliance.
