Description
Reporting to the Chief Financial Officer, the Vice President of Finance is responsible for but not limited to; the accuracy and integrity of all financial analysis and operations, the integrity of the companys financial close and audits, the companys accountable entity program, evaluation of complex and diverse strategic and operational initiatives, as well as revenue recognition for the company. In this senior leadership role, the Vice President relies on their extensive financial, operational and strategic experience and sound judgment to perform a variety of tasks that involve the financial infrastructure of the organization. Develops and executes financial strategies, overseeing all budgeting activities, and assuring company compliance with federal and state regulatory agencies.
Duties and Responsibilities
Responsibilities include, but are not limited to the following :
- Maintains sound, transparent budgeting, forecasting and monitoring practices that identify opportunities for revenue optimization as well as medical and administrative expense management
- Oversees all financial analysis and operations activities assuring company compliance with federal and state regulatory agencies
- Oversees and has management responsibility for the companys budgeting activities including but not limited to administrative expense and FTE management in collaboration with the Executive Leadership Team and revenue and medical expense projections along with Product VPs and other key enterprise stakeholders
- Oversees and has management responsibility for the integrity of the companys financial close including but not limited to; all financial accounting and reporting activities for the company ensuring compliance with company policies, state and federal regulations, professional standards and SAP and GAAP reporting
- Serves as the company liaison and lead person responsible for activities with The Executive Office of Health and Human Services (EOHHS), Office of the Health Insurance Commissioner (OHIC), Centers for Medicare and Medicaid (CMS), Department of Business Regulations (DBR) and other external business partners such as independent Auditors and Actuaries
- Oversees and has management responsibility for coordinating actuarial services including but not limited to services required to obtain both the annual Actuarial Opinion and Actuarial Memorandum
- Oversees and has management responsibility for all regulatory reporting requirements and audits including but not limited to; external reporting to the National Association of Insurance Commissioners (NAIC), CMS, the DBR, and EOHHS and the annual financial audit including audited financials and the DBR and CMS audits
- Oversees and has management responsibility for the companys Accountable Entity (AE) Program including but limited to work such as, Total Cost of Care (TCOC) development, all analysis related to trend, comparisons and performance analysis to other AE and Non-AE entities
- Oversees and has management responsibility for revenue recognition for the company including but not limited to the validation of revenue received from external sources to internal systems in collaboration with internal stakeholders, Product VPs and Operations
- Oversees and has management responsibility for the companys tax filings including but not limited to the preparation of the annual 990 Tax Return in accordance with Internal Revenue Service guidelines
- Oversees and has management responsibility for the companys financial operations including but not limited to accounts payable, accounts receivable, payroll and cash and investment management
- Serves as a member of the Enterprise Initiative Governance Committee responsible for the prioritization and implementation of operational improvements and projects, and regular review of the IT Strategic Plan
- Corporate Compliance Responsibility - As an essential function, responsible for complying with Neighborhoods Corporate Compliance Program, Standards of Business Conduct, applicable contracts, laws, rules and regulations, policies, and procedures as it applies to individual job duties, the department, and the Company. This position must exercise due diligence to prevent, detect, and report unlawful and / or unethical conduct by fellow co-workers, professional affiliates and / or agents
