POSITION PURPOSE: Under the direction of the VP of Human Resources and NHA policies, the HR Administrator, Benefits & Recruitment,  plans, organizes, coordinates, administers, and participates in the design, development and implementation of a complex array of benefit programs (medical, dental, vision, supplement life, 401k, FSA, etc.) and services for all employees; establishes and maintains consultant, broker and vendor relationships; administers ACA compliance and supports the filing of all required health insurance and 401k 5500 forms, and performs other related duties as assigned.    EXAMPLES OF ESSENTIAL DUTIES: The duties listed below are intended only as illustrations of the various types of work that may be performed. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to this position.   Benefits Administration Administers and monitors all employee benefit programs; Administers benefits enrollment procedures and policy; Administers open enrollment with both benefits providers and employees; Administrator and expert of the benefits modules in HRIS (Dayforce); Maintains accurate and up-to-date HRIS records regarding the benefit status and eligibility of employees in HRIS; Ensures accurate 401(k) compliance and employee communications; Acts as a liaison between employees and NHA’s benefit carriers to resolve inquires or discrepancies; Presents benefits enrollment at new hire orientations and sends out new hire packet documents to eligible employees and follow-up; Obtains and analyzes information on current benefit practices at other companies and new developments in benefit programs, and develops and recommends new and improved polices and plans; In collaboration with the General Counsel and VP of Human Resources, participates in the annual benefits plans renewal meetings; Confers with and coordinates the implementation of programs, policies, and practices with NHA’s brokers; Maintains necessary employee benefit forms and documentation; Reconciles billing invoices with enrolled employees (news, hires, terms, life events, etc.) Periodically performs line item audits on health plans and deductions to ensure contributions remain current and legally compliant; Remains up to date on all HR policies and procedures and fosters a collaborative and service-oriented approach to benefits management; Participates in at least two (2) Benefits Surveys each year; Leads NHA in compliance with all existing governmental and legal reporting requirements, such as the annual filing of Form(s) 5500 including any requirements related to ADA, FMLA, ERISA, the Department of Labor (DOL), the Patient Protection and Affordable Care Act (PPACA), HIPAA, workers’ compensation, OSHA and other relevant rules, to ensure minimal NHA exposure to lawsuits; Maintains a thorough working knowledge of Section 125 plans, COBRA benefits, IRS regulations and DOL requirements as they pertain to healthcare benefits administration; Maintains NHA’s Employee Benefits section/tab on the Employee Staff Intranet and HRIS (Dayforce), updating annually as the plan year and benefit plans changes; Attends quarterly 401k Retirement Committee meetings and supports Retirement Committee in its duties to oversee the 401k retirement plan; Responds to employee benefits inquiries and prepares and explains employee exit benefits packet; Performs various functions in HRIS (Dayforce) system including COBRA process; Attends staff team and quarterly meetings; Back-up support for employee LOA, worker’s comp and COVID-19 HR protocols and Federal, State and Local heath guidance; Provides in-person support at least twice a week until the agency returns to 100% in-person work schedules; All other duties as assigned. Recruitment and Selection: Administers recruitment and selection for assigned job classes. Confers with hiring authority on job requirements. Prepares and administers job-related selection procedures. Develops and maintains contacts to meet manpower and diversity objectives. Counsels employees and applicants on employment opportunities and selection process. Ensures compliance with federal, state, and local laws in recruitment and selection. Responds to applicant and candidate questions using Cyber Recruiter. Uses various resources to identify and attract quality candidates. Prepares and posts job announcements using the applicant tracking system. Develops advertising programs for high visibility. Follows up with candidates and hiring managers for feedback. Communicates employment information during job offers. Ensures compliance with federal/state laws and affirmative action plans. Manages candidate activity in the applicant tracking system. Writes job descriptions. Screens applications, resumes, and supporting documents. Invites applicants and panel members for interviews. Sends thank you letters to applicants not selected. Develops interview questions and rating guides. Coordinates interview spaces and processes. Recruits and maintains an updated substitute list.   DESIRED MINIMUM QUALIFICATIONS:        Knowledge of: Theory, principles, practices, trends, and techniques of workers’ compensation, absence management and employee benefits plan design, evaluation, and administration; Federal, California, and local laws, regulations, court decisions applicable to assigned areas of responsibility; Tax incentives associated with certain benefits; Research methods and analysis techniques; Principles and practices of effective management and supervision; HRIS systems, payroll administration software, and Microsoft Excel.            Ability to: Comprehend, interpret, explain, and apply NHA, state and federal laws, regulations, policies, and procedures pertinent to human resources management; Analyze and make sound recommendations on complex absence management, workers’ compensation and employee benefit management issues including retirement/401k; Plan and manage a broad, centralized absence management, workers’ compensation, and employee benefit management program, and serve as NHA’s subject matter expert in these fields; Present proposals and recommendations clearly to all levels of employees; Evaluate employee benefit management practices and make sound recommendations for improvement; Prepare clear, concise, and comprehensive correspondence, reports, studies, and other written materials; Exercise sound, expert, and independent judgment with general policy guidelines; Exercise tact, objectivity, sensitivity, strategy, and judgment in dealing with sensitive, complex, and confidential issues; Communicate effectively with people of various educational, socio-economic, and cultural backgrounds; Ability to defuse and/or mediate emotional and volatile situations; Operate a computer using word processing, spreadsheet, and database software applications and operate other standard office equipment; Communicate clearly and concisely, both orally and in writing; Establish and maintain effective working relationships with all levels of management, employees, vendors, and the public;   Experience, Education and Training: A typical way to obtain the knowledge, skills, and abilities outlined above is possession of a Bachelor’s Degree from an accredited college or university in Public Administration, Business, Personnel Administration, or a closely related field, preferred. Requisite knowledge, skills, and abilities may be substituted for the degree requirement. PHR or SPHR credentials are preferred, but not required; plus 5-10 years of progressively responsible employee benefit management experience for a large organization, which includes absence management, managing retirement benefit plans, negotiating annual benefit plan offerings with brokers and third-parties, preparation of Forms 5500, and managing workers’ compensation coordination, at least 3 of which were in a supervisory or management capacity; or an equivalent combination of training and experience.     CERTIFICATES, LICENSES, & SPECIAL REQUIREMENTS: Must possess and maintain a valid California Driver’s License. Must pass and maintain a criminal background check clearance. Must meet Statewide Assembly Bill No 1963 (mandate report general training). TB test is required upon hire and to be maintained every four (4) years.  Must provide proof of COVID 19 Vaccination.    PHYSICAL AND MENTAL DEMANDS: The physical and mental demands described here are representative of those that must be met by employees to successfully perform the essential functions of this job. The employee may have occasional contact with staff undergoing a personal crisis that may be emotionally fragile, abusive, dissatisfied, and/or angry.   WORK ENVIRONMENT: The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job.
