Basic Job Assignment: Under the general supervision of the Services for Expectant Families (SEF)-Home-Based Supervisor, provides comprehensive, individualized educational, social, and health services to children and their families, and provides a planned program of activities which enhance the parent's ability to serve as the primary educator in their child's development.   Employment Requirements: DESIRED MINIMUM QUALIFICATIONS: Knowledge of: Perinatal health, including prenatal and postpartum care, attachment theory, infant development, breastfeeding support, and maternal mental health with an emphasis on culturally responsive and trauma-informed approaches; Local, state and federal regulations relative to Early Head Start/Head Start operations; Head Start Program Performance Standards; Adult learning concepts and child development theories/strategies and community resources; Community resources, to include perinatal healthcare agencies, within the general San Diego community; HIPAA/confidentiality and record keeping practices and procedures; Common office equipment such as personal computers, fax machines and adding machines, and the software to utilize these.   Ability to: Foster positive, collaborative relationships with program participants, colleagues, supervisors, and community partners by demonstrating strong communication skills, emotional intelligence, and a commitment to professional respect and teamwork; Prepare clear, concise and accurate reports, correspondence and other written materials; Organize and maintain specialized documentation; Problem-solve and make decisions with sound judgment, develop and implement program plans, and be flexible in adapting to changing job demands; Demonstrate sensitivity to diverse client populations and work easily and effectively with parents from diverse ethnic and socioeconomic backgrounds.   Qualifications: Training & Experience: A typical way of obtaining the knowledge, skills and abilities outlined above is a minimum of one (1) year working experience with pregnant women, new mothers, infants, and identified family members, as appropriate. At least one (1) year of experience in a program that emphasizes the parent’s role in the child’s development, such as a home visiting program. Experience working with diverse families with low-incomes and with varied life experiences and ethnic backgrounds is required.   Preferred qualifications include education in maternal health and infant and early childhood development, and certification or training as a prenatal or postpartum doula, childbirth educator, lactation educator (LEC, CLC, or IBCLC), or infant massage educator with demonstrated experience supporting families during the perinatal period.   The training and experience listed above is required of all Perinatal Home Visitors in addition to the specific educational requirements listed below based on the Perinatal Home Visitor position level:   Perinatal Home Visitor III A Bachelor’s degree in Maternal and Child Health, Human Development, Child and Family Development, or related field.   Examples of Major Functions: EXAMPLES OF ESSENTIAL DUTIES: The duties listed below are intended only as illustrations of the various types of work that may be performed. Provides in-home services to a caseload of pregnant women, new mothers, and their families to promote positive outcomes in areas such as health, mental health, nutrition, parent-child relationships, child and family development, etc.); Plans and executes bimonthly prenatal education classes/socializations; Acts as a liaison between pregnant women, new mothers, and their families enrolled in the program and health agencies in the communities served by early head start; Recruits and enrolls pregnant women and new mothers into the program; Maintains enrollment numbers at 100% of enrollment; coordinates health and pregnancy related trainings and seminars for pregnant women, new mothers, and their families; Works closely with the entire family to ensure that the newborn child enters a safe and nurturing home; Oversees the development of home visit plans and implementation practices, as well as coordinates socialization activities in accordance with the performance standards; Conducts weekly home visits with home-bound pregnant women, all new mothers, and their families until the infant is eight weeks; Facilitates the transition process from the prenatal and post-partum program into the home-based or center-based early head start program; Attends all program staff meetings; Performs other related duties as assigned.
