Position Overview:
The Landlord Engagement Specialist will play a key role in connecting unhoused individuals and families with safe, stable, and affordable housing. This position builds and maintains relationships with landlords and property managers while advocating for individuals in need of housing. This position will report to the Rapid Rehousing Program Manager The Specialist will work closely with local housing agencies, service providers, and the community to reduce homelessness by expanding access to rental opportunities and ensuring smooth, ongoing landlord-tenant relationships.
Key Responsibilities
Landlord Outreach & Recruitment: 25%
- Promote Neighborhood House housing programs, incentives, and benefits to potential landlords, including rent subsidies and tenant support services.
- Proactively engage with landlords, property management companies, and real estate agents to increase housing availability for unhoused individuals and families.
- Establish and maintain a network of landlords willing to rent to people with diverse backgrounds, including those with housing barriers (e.g., past eviction history, low income, low credit score, or criminal records).
- Conduct outreach to identify and assess available rental properties that meet the needs of clients, ensuring they comply with local housing standards and regulations.
- Conduct informational sessions for potential landlords on program benefits, tenant rights, and the importance of supporting housing stability for vulnerable populations.
Landlord Relationship Management:25%
- Cultivate long-term, positive relationships with landlords by addressing concerns, resolving conflicts, and providing ongoing support to ensure mutually beneficial partnerships.
- Serve as the primary point of contact between landlords and the program, maintaining clear and effective communication.
- Provide landlords with education about tenant rights, eviction prevention strategies, and how to work with clients facing housing instability.
Assisting Client with Housing Search:30%
- Work with housing stability team to match unhoused individuals and families with appropriate rental units based on their needs and preferences.
- Facilitate the leasing process, ensuring smooth transitions for both tenants and landlords, including assisting with lease agreements, deposits, and move-in logistics.
- Conduct housing inspections based on HUD standards prior to move in.
- Advocate for tenant rights and support tenants in resolving housing-related issues, ensuring they understand their responsibilities as renters.
Data Management & Reporting:10%
- Track and document landlord engagement efforts, rental unit availability, and housing placements using case management and database systems.
- Collect feedback from landlords and tenants to assess the effectiveness of landlord engagement strategies and adjust as needed.
- Prepare reports on housing placement metrics, landlord relationships, and program outcomes for internal teams and funding agencies.
Training & Education:10%
- Provide ongoing training and resources to the housing stability team on tenants' rights, domestic violence-related tenant laws, and upcoming federal, state, county, and city regulations affecting clients.
Minimum Qualifications
- 2 to 4 years of experience in property management, housing management, and/or real estate.
- Strong verbal and written communication, with skills in negotiation, mediation, sales and relationship development.
- Demonstrated ability to thrive in a culturally diverse workplace dedicated to equity and inclusion.

- Experience conducting group trainings
- Proven ability to multitask, set priorities and meet deadlines.
- Ability to work under limited supervision and considerable self-direction.
- Demonstrated ability to perform job duties within the context of complex regulations and definitions and to complete extensive technical documentation.
- Ability to work successfully in a collaborative, team-oriented organization.
- Proficient with Microsoft Outlook, Excel and Word.
- Team player who is resourceful, proactive, and comfortable working with diverse populations.
- Ability to excel in highly visible, highly public settings and maintain a positive attitude under pressure.
- This is a hybrid position that is expected to be out in the field three to four times a week
- Must have reliable, independent transportation for frequent travel
Required Credentials:
- Must pass Neighborhood House Background Check requirements.
- Position requires Washington State bi-annual criminal background re-check.
Post-Hire on-the-job Training Requirements
- Current First Aid Certificate within 30 days of hire.
- Current CPR Certificate within 30 days of hire.
- Sexual Harassment Training within 30 days of hire.
- Child Abuse and Neglect training (within 2 weeks of hire).
