Safety and Emergency Preparedness Supervisor

Job Summary: Responsible for developing, implementing and leading safety and emergency preparedness functions (including written plans and procedures) for the Stark Foundation. Accountable for emergency action plans, fire and life safety systems (in coordination with the Chief Properties Officer), and loss prevention. Conducts risk assessments, inspections, audits, and evaluations of systems, processes, and procedures to comply with regulations, laws, and Foundation policies. Manages and completes Occupational Safety and Health Administration (OSHA) reporting, facilitates all employee safety training, and safety meetings.


Essential Duties and Responsibilities:

  • Manages safety and emergency preparedness efforts, including the Hurricane Preparedness and Recovery Plan, for all people and property for Stark Foundation venues and administrative offices, including The W.H. Stark House, Stark Museum of Art, Shangri La Botanical Gardens and Nature Center, and Lutcher Theater.
  • Develops OSHA training programs as needed.
  • Reviews existing safety policies and procedures, ensures compliance with regulations and operational needs.
  • Review existing policies and procedures, updates as needed, and develops new policies and procedures as required.
  • Train employees on safety policies and procedures.
  • Administers internet based Learning Management System (LMS) for delivering and tracking training and educational programs for all staff.
  • Provide after-hours contact for emergencies and safety concerns.
  • Work with directors and supervisors to enforce preventative measures, safe behaviors, workplace practices to improve compliance with the safety program.
  • Maintain safety records for employees and the organization.
  • Complete and maintain the OSHA 300 Log and report annually as required by OSHA.
  • Meet any safety audit requirements to ensure use of best practices for a safe work environment.
  • In coordination with the Chief Properties Officer, ensures all fire and life safety systems are maintained to designed standards, and in accordance with state, local and Foundation requirements.
  • Ensures properties are aligned, to the greatest extent practical, with NFPA, OSHA and other state and local requirements and standards.
  • Handles all safety regulatory reporting to outside entities as required.
  • Leads fire and life safety insurance audits.
  • Conducts routine safety audits, risk assessments and inspections at all properties and develop corrective measures to minimize risk of injuries. Maintains a regular/annual schedule for all aforementioned activities, and documents actions/outcomes and completion of same.
  • Coordinates fire system inspections and scheduling throughout all programs and facilities.
  • Provides content for and/or leads regular employee safety meetings with focus on accident and injury prevention.
  • Work closely with venue directors and staff in developing, implanting, leading, and maintaining ?All-Hazards? and safety plans and procedures.
  • Develop and maintain ?All Hazards? plans (inclement weather, active shooter, fire, lost child, etc.) to mitigate the negative effects of any incident.
  • Develop, implement and lead a regime of drills, exercises and workshops to develop and improve proficiency of employee actions during emergency incidents or situations and include, as appropriate, state and local emergency response organizations to ensure best responses to a range of emergencies.
  • In conjunction with venue directors and other departments to develop and coordinate field responses through drills and exercises at venues that align with organization?s emergency action plans.
  • Respond to emergencies; review incident reports; investigate incidents to identify any safety concerns arising from the incident and ensure those safety concerns are reported to Senior Management staff as necessary and according to procedures.
  • The incumbent in this position is designated an essential employee during evacuation. Working closely and in conjunction with the Chief Properties Officer, assumes overall responsibility for all individuals in Foundation facilities or properties.
  • Complete any assigned safety related training, including professional development necessary to stay informed and ensure that the organization is meeting safety and emergency management best practices, standards, and requirements.
  • Create analytical reports of safety data to assist in determining our safety training needs.
  • Other duties as may be assigned.

Supervisory Responsibilities:

Does not supervise any employees but rather works closely with employees to promote safety. Oversees the safety and emergency management program for the organization.

  • Perform required maintenance; follow all operating instructions, safety standards, and guidelines when operating equipment or vehicles
  • Present professional appearance at all times; neat pressed uniform, shirt tucked in at all times; hair clean and trimmed; shoes shined; personal hygiene maintained; good posture and professional demeanor
  • Maintain the necessary level of physical fitness (including cardiopulmonary wellness) and mental preparedness to be able to fulfill the physical and cognitive requirements required for the job as outlined below and, correspondingly to perform essential functions of the job as outlined above.

Basic Requirements:

  • Safety, and/or emergency response work experience in a multi-site, corporate, institutional, or governmental environment; with at least two (2) years? experience in people management, managerial, and policy making experience in the safety and/or emergency management field OR five years supervisory/management level experience in non profit sector with completion of Associate Safety Professional Certification within two years of employment.
  • General working knowledge of police, fire, medical, and other emergency service provider procedures in responding to emergency incidents
  • Working knowledge in operational budget preparation
  • Must have the ability to perform basic work tasks on computers, including using MS Outlook email, Excel, and Word
  • Must possess administrator level computer and systems skills to administer web-based Learning Management System (LMS).
  • Must possess and maintain a Driver?s license valid in the state of Texas with good driving record
  • Basic First Aid, CPR and AED certification within 6 months of employment
  • Must have the flexibility to work varying schedules (hours and days off) and work extended hours as required
  • Must maintain a professional presence in image and interactions at all times
  • Excellent customer service skills

Preferred:

  • Bachelor?s Degree or equivalent combination of education and experience
  • Demonstrated history of successfully leading a team or overseeing a department or program.
  • Vendor management experience

Interpersonal Skills:

Requires contact with individuals and teams (face to face interaction, radio and telephone) to interview, train, direct work, address complaints and resolve problems; requires skills to instruct, negotiate and bring others together and try to reconcile differences; be aware of others reactions and understand why they react as they do; ability to persuade others to change minds or behavior.


Requires an individual with strong communication skills in order to effectively provide team briefings, conduct meetings, write procedures, reports and exchange information with all levels of the organization and federal, state and local officials and agencies.


Individual must have strong interpersonal skills to facilitate team building, train employees and ensure standards are met. Critical thinking and problem solving skills are essential to prepare emergency action plans and effectively respond to incidents.


Requires working with members of the public. May require dealing with dissatisfied, unpleasant or discourteous people, including conflict resolution. Requires ability to display tact and discretion, consistent demonstration of good judgment, and an ability to listen and learn. Individual must have in-depth knowledge of property equipment and hazards and strong knowledge of applicable federal, state and local regulations.


Physical Ability Testing:

Employee must have and maintain physical fitness and ability to perform the essential job duties and be able to respond to emergencies at all times. Initial physical fitness qualification and ability will be assessed as part of a comprehensive fitness for duty screening administered by independent consultant as part of pre-employment considerations; physical fitness maintenance and continued qualification may be assessed as part of the same screening administered bi-annually at a minimum and more frequently as may be determined by management.


Physical Demands:

Must be able to stand, squat, kneel, crawl and sit. Must be able to move among Foundation properties and venues; ability to lift or carry 50 pounds; endurance during exertion of efforts; use hands to handle, control, or feel objects, tools or controls, including equipment; the ability to see, with or without corrective measures, to spot and identify safety problems, and to observe scenes, vehicles and individuals at close and distant range; the ability to hear, with or without corrective measures, to identify safety problems and determine response.


Cognitive Requirements:

The work requires complex problem solving skills; identifying complex problems and reviewing related information to develop and evaluate options and implement solutions; ability to interview, train, plan, assign, schedule and direct work; appraise performance; reward and discipline; address complaints and resolve problems.


Tasks require actions that may affect financial resources and/or image and reputation of the Stark Foundation. Because the work may involve actions or situations that affect the employee?s life and/or the lives of other people, the employee must display sound judgment and ability to remain composed in potentially volatile or dangerous situations.


Work Environment:

Office is indoors in environmentally controlled conditions; will work both indoors and outdoors based on needs. Noise levels are generally quiet.


Work Schedule:

Work schedule is generally Monday through Friday; will be required to work Saturdays and evenings as necessary to provide presence; will be Safety/Emergency contact for after-hours calls from Foundation management and Venue directors.


Technology:

Proficiency to administer Learning Management System (LMS), monitor alarm systems; telephone; radio; determine the kind of tools and equipment needed to do a job; ability to use Microsoft Outlook, Excel Spreadsheet and Word.
