What You'll Do:

The Head Start Regional Manager is responsible for managing the operational components of the NEMCSA Head Start and Great Start Readiness Programs (GSRP) in a designated service area.  Position provides direct supervision and training support to assigned staff. Responsible for full implementation of the Head Start Program Performance Standards, State and Federal mandates, and all program policies and procedures.

Leadership/Program Management:

  • Manage and provide operational oversight of assigned early childhood programs;   
  • Follow and implement all agency policies and procedures as well as state and federal mandates.;
  • Cooperate and coordinate efforts with other management team members within HS/EHS and other NEMCSA divisions;
  • Responsible for building effective regional work teams in a positive work environment;
  • Assist in the coordination of new hire and part-time training; providing training and coaching for regional area as needed;
  • Ensure full enrollment at all times;
  • Communicate regularly with the Head Start Assistant Director;
  • Provide direct supervision to Area Managers. Provide training and technical assistance as needed to ensure curriculum, Conscious Discipline and Positive Behavior Supports are implemented to fidelity.
  • Maintain knowledge and  proficiency in database systems utilized by program and agency;
  • Develop technology skills and use software programs, as requested, for monitoring child and family data and/or outcomes;

Practice Based Coaching

  • Coach Instructional Coaches in the use of the Practice Based Coaching model; may include side by side coaching;
  • Provide training and technical assistance to all Instructional Coaches (IC) assigned;
  • In the absence of Instructional Coach or in areas needing additional intense coaching, serve as coach for identified staff.

Monitoring

  • Review and/or conduct monitoring activities per schedule;  assure compliance with all applicable standards and policies; submit all required reports;
  • Ensure  regular resource staffing meetings are held to address the needs of children and families ;
  • Monitor to ensure strict adherence to the child supervision policy;
  • Oversee the monitoring of classrooms; assisting Area Managers with setting goals and completing Corrective Action Plans (CAPS), as needed;
  • Oversee and/or conduct CLASS observations and utilize results for professional development;  Guide Area Managers toward continued improvement in the areas of emotional support, classroom organization, and instructional support emphasizing teacher-child interactions;
  • Monitor progress toward grant goals for the assigned area;
  • Monitor regional/area data analysis events; ensure plans reflect findings and outcomes reviewed;
  • Review local training to track progress toward fulfilling overall program Training & Technical Assistance Plan. Ensure, promote and conduit training as needed according to the T/TA plan.
  • Promote implementation of and monitor progress toward school readiness goals for assigned area;
  • Ensure implementation of transition planning as outlined in the HS/GSRP transition action plan.
  • Ensure coordination of child disability services in assigned service area  meet Head Start Program Performance Standards;
  • Ensure signed LEA agreements are current; Ensure service delivery and coordination of services to children needing additional support in the classroom for disabilities, developmental or behavioral needs.

Community Advocacy/Partnerships

  • Promote Head Start to the public and recruit families through a variety of community and media activities;
  • Promote and enhance programming in local area through community collaborations, local work groups and similar activities;
  • Provide for interagency coordination through committee membership and/or written agreements with child welfare agencies, and health, mental health, and education systems;
  • Work in cooperation and collaboration with the LEAs and ISDs to ensure proper placement and services of children.
  • Serve as primary Head Start contact for Intermediate School Districts; facilitate GSRP communication and professional collaborations.

 Supervisory Responsibilities:

This position directly supervises Head Start Area Managers in the assigned area.  It also provides oversight of all staff under the direct supervision of Area Managers.
