Military Scenario Development Lead - MCBL (C)

Nemean Solutions, LLC is looking for a Scenario Lead to support the Mission Command Battle Lab.

Summary:

The selected candidate will provide scenario support to the Mission Command Battle Lab (MCBL) Concept Development and Prototype Experimentation support contract while serving as the Scenario Lead. This contract provides support to the MCBL mission to conduct experimentation, studies, and prototyping that inform C2 capability development and Echelons Above Brigade modernization efforts support of Mission Command Capability Development and Integration Directorate (CDID) and the Futures and Concept Center's (FCC) experimentation plan.

Duties:

• Serve as the Scenario Lead providing scenario support to Concept Development and Prototype Experimentation for MCBL.
• Provide scenario development support and expertise in support of MCBL events and experiments.
• Responsible for interfacing with and briefing Government personnel (Military and Civilian) of all ranks.
• Develop, implement, oversee, and improve as necessary those processes and procedures required to address and satisfy the Government's contractually defined objectives while ensure high quality products and services.
• Perform administrative functions such as reviewing and writing reports, updating project plans, approving expenditures, and making decisions about department related purchases.
• Coordinate and/or attend cross-functional meetings of personnel related to project.
• Report status, develop project-related documentation and implement lessons learned.
• Participate in project performance review meetings and discussions (when required).
• Responsible for developing and accessing documentation in the form of reports, proposals, white papers, and briefings.
• Responsible to generate and review slides in support of CONOPs and conditions, support material and additional background information.
• Other duties as assigned.

Requirements and Qualifications:

1. Bachelor's Degree from an accredited university.
2. Graduate of a military service school equivalent to the Army Command and General Staff College (Military Education Level - 4)
3. Field-grade level knowledge and experience (desire is Army service of greater than 10 years with experiences in Army, joint, and coalition operations at the division or higher echelon).
4. 5 or more years' scenario development experience supporting experimentation and Joint exercises.
5. Demonstrated knowledge from service in EAB planning and Joint Staff planning experience, Joint Service expertise/experience and willingness or desire to learn the Operational Wargaming System (OWS) and provide unit generation support of tokens that must be produced for each team (Red/Blue) to be used in Vassal (open-source game engine for building and online adaptations on a board).
6. Knowledge of Army and Joint Doctrine and a demonstrated understanding of conducting and analyzing research and collecting data.
7. Proficient in Microsoft Office Applications: Outlook, Word, Excel, PowerPoint, and MS Teams
8. Proficient verbal and written communication skills and familiar with the Army Writing Style
9. Demonstrated experience maintaining timelines and ability to work with minimal supervision.
10. Able to meet all requirements to be issued a Common Access Card (CAC)
11. Ability to be issued and maintain a Secret security clearance.

Desired Qualifications:

• Master's Degree or higher from an accredited university.
• Ability to design and conduct relatively simple, scalable, and quick low-overhead agile wargames that help inform C2 analytical research, foresight, and advisory concept development activities.
• Previous Battle Lab Experience

Support Hours: The contractor is responsible for conducting business while the facility is open, between the hours of 0730-1630 Monday thru Friday except Federal holidays or when the Government facility is closed due to local or national emergencies, administrative closings, or similar Government directed facility closings. Contractors may work in an alternative workplace when the Government facility is closed. In the event of a Government Shutdown, the contractor may work in the facility, if open/manned, or in an alternative workplace.

Place of Performance: The work to be performed under this contract will be performed at Bldg. 470 (or other suitable location) at Fort Leavenworth, KS. All Contractor employees shall abide by local guidance at each installation as it pertains to access, face coverings, physical distancing, and mandatory quarantine policies. Any unknowns or uncertainties will be resolved with the KO or COR for questions or concerns.

Travel: The Contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract.
