Nemean Solutions, LLC is looking for a Training Specialist Level II
Background :
MEDCOE / DoOM is responsible for training and educating medical personnel. To accomplish this mission, MEDCOE / DoOM must provide trained and ready medical personnel to support worldwide contingency operations; produce concepts, doctrine and organizational structure that meets current and future force requirements; create integrated and relevant training strategies, products and programs and make them available for use; and support the Readiness and Managed Care missions of the Military Health System.
All tasks must be completed in accordance with government approved, unit specific processes and standards and Army-wide training development and support task standards in accordance with applicable TRADOC / MEDCoE policies and regulations. The contractor shall provide support personnel to augment TCMC program personnel in the delivery and execution of standardized instruction and testing for Health Care Providers (Physicians, Physician Assistants, Dentists, Nurses, and Nurse Practitioners) and 68W20-40 Combat Medics in Tactical Combat Casualty Care and Role 1 and 2 operations.
Requirements and Qualifications :
Manikin management :
- Prepare, position, reset, and recover / store medical training manikins for training in outdoor High Threat extraction training stations, outdoor Care Under Fire (CUF) / Tactical Field Care (TFC) lanes, and indoor Battalion Aid Station (BAS) scenarios.
- Manikins weigh approximately 200 pounds each. Training locations may be up to 40 meters from storage area, requiring manual carry to / from lane. Manikin resets require stripping previously applied medical interventions, cleaning moulage blood and repairing skin incisions, re-dressing in combat uniforms, helmets, armor and weapons, restocking individual first aid kits, and repositioning back at original training location. Set up for lanes 30 minutes in advance minimum.
Aid Station management.
Clean, store, recycle, and reset medical supplies and equipment in battalion aid station (BAS) training lanes at both JBSA Fort Sam Houston and Camp Bullis training locations.Skill station management.
Just-in-time reconfiguration of training classroom to prepare, stock, reset, maintain, and clean / recover / store medical skill station training aids, supplies and equipment for workshops in hemorrhage control, splinting, airway management, rapid sequence induction (RSI) and intubation, intraosseous access, thoracic trauma management, MASCAL, pediatric trauma, walking blood bank, and lateral canthotomy and cantholysis (LCC) skills.Each workshop requires room reconfiguration (maneuver of up to 10 training tables, 8 carts, 8 litters on stands, 3 white boards, and 3 mobile room dividers depending on the skills station workshop being trained. Required training aids, devices, and supplies are positioned for each station prior to student training and are subsequently recovered, reset, and stored after training in order to set up the next skill station. Number of room reconfigurations required in a typical class : 14.Medical sets / kits assemblage and distribution.
Student M9 aid bags emptied after each class and restocked for the next class. Medication kits in the student bags, battalion aid stations, and on medication and rapid sequence induction (RSI) skill stations refilled and validated. This involves refilling and relabeling various vials to replicate the medications required in training. Approximately 160 medication kits are used in a typical class. Each medication kit consists of no fewer than 9 medications in 12 labeled vials.Individual First Aid Kits (IFAK) are assembled for each training manikin. Approximately 72 IFAKs are assembled each class. Each IFAK consists of no fewer than 9 separate medical supplies.Warrior Aid and Litter Kits (WALK) and SKEDCO extraction devices : WALKs and SKEDCOs are distributed, reassembled and restocked and stored for the high-threat extraction lane and for each CUF / TFC lane iteration. A total of 32 WALKs and 14 SKEDCO devices are utilized during a typical class. Each WALK kit consists of a litter, two pelvic slings, two complete blood-fluid warmer sets, and two hypothermia management sets. Each SKEDCO device set consists of an extraction device, 8 accessories, and a tagline rope in bag.Lane Realism Enhancement.
Position, prepare, operate, and recover audio speakers and stage fog machines during training events to replicate sights and sounds of combat to enhance training realism. These effects are utilized during the three iterations of CUF / TFC lanes at Fort Sam Houston and during the two trauma lanes at Camp Bullis.Estimated Kits created and maintained per month for students include processing simulated meds 4000 vials per month (create, refill, and re-label each). Actual Meds used at Camp Bullis for one time use.Camp Bullis Support.
A 1 : 4 ratio of course delivery support staff to students is needed for events. Contractor is responsible for up to 24 students.Establish 8 BAS stations each class (with two complete restocks). Complete disinfection of each station upon conclusion of final trauma lane.Construct and prepare a corral for models in accordance with applicable protocols and regulations. Complete removal of used bedding and disinfection of corral and shave area after trauma lanes have commenced.Adhere to all Animal Use Protocols and Veterinary protocols at all times. This includes maintaining currency on required briefings, Occupational Health exams, and input on model use logs.Assist instructors with model wrangling, shaving, and verification of satisfactory anesthesia. This includes humane capture and physical restraint of models while veterinary staff induces anesthesia, assisting with shaving of models and carrying to the appropriate lab table for veterinary staff to intubate and place an IV anesthesia line, and assist with measuring and recording the first two sets of vital signs prior to veterinary staff's confirmation of anesthesia an clearance for training.When necessary, assist veterinary staff with monitoring and recording serial vital signs every 15 minutes during the training event. This is done only when veterinary support staff are directly facilitating student training or applying emergent care to the animal model and are unavailable to measure vital signs at the required time.Retrieve and deliver equipment and supplies required by instructors or students during the conduct of training to facilitate uninterrupted training. Assist instructors with BAS station resets between training events.Assist instructors in applying combat wound patterns to models during conduct of training.Maintain continuous access control (sentry duty) during practical exercises only at Camp Bullis Training Site 8 to prevent unauthorized personnel from accessing the training site without clearance by the course OIC / NCOIC and attending veterinarian.Fill hand-washing stations and stock with soap prior to start of training and empty after training is completed.Collect non-expendable electronic equipment following completion of training for accountability, disinfection, and storage.Sort excess Class VIII at Camp Bullis (TS-8) for return to warehouse.Complete trash removal and powering down of all training facilities utilized for trainingTSS may use the all-terrain vehicle to assist with moving trash from site to dumpster. As a safety measure, a seat belt, hard hat, and protective lens must be worn while operating the vehicle.Perform inventory, resupply / restock student personal protective equipment (PPE) rack in the student holding tent at Camp Bullis (TS-8).Equipment Maintenance and Management - Property Book Management. Pending government responsible official (PBO, APO) and KO approval for authorization of equipment control.Security Requirements : Tier 1 Background Investigation required.
Support Hours : The contractor is responsible for conducting business, between the hours of 0600 - 1700, Monday thru Friday, when the Government facility is OPEN unless the facility is closed due to Federal holidays, local or national emergencies, administrative closings, or similar Government directed facility closings. Course iterations may require personnel to work varying hours depending on the instructional needs and surges in training requirements. The Contractor shall have the flexibility to schedule individuals within those hours of operation.
Place of Performance : Services for this contract shall be provided at JBSA, Fort Sam Houston and Camp Bullis government facilities to include classroom / office, simulation laboratory, and field aid station settings that are all adequately lighted, heated, and ventilated, as well as on outdoor training lanes.
Travel : The Contractor will be authorized travel expenses consistent with the substantive provisions of the Joint Travel Regulation (JTR) and the limitation of funds specified in this contract.
