The Director of Facilities and Operations is an administrative and managerial position which supports the educational mission of the district and is responsible for all functions for the daily operations of all district buildings and grounds including ten schools over eight campuses. This position also is responsible for transportation for a district of over 9900 students.


Under general supervision, the Director of Facilities and Operations participates in planning, manages, and coordinates complex projects; provides technical guidance and direction to contractors, consultants, developers, and District staff; monitors progress and conformance with established plans and specifications; provides technical direction for the day-to-day activities of professional, technical, and support staff. Assignments in management, and/or operations support are given in broad and general terms and require the coordination of the work with others.


The Director of Facilities and Operations performs work related to the planning, design, construction and maintenance of District facilities and District capital improvement projects, confers with developers, contractors, and representatives of other agencies regarding facility and infrastructure development.


SUPERVISION
This is a management position that receives administrative direction from the Business Administrator and Superintendent. Exercises general direction and supervision over professional, technical, and administrative support staff.


ESSENTIAL JOB FUNCTIONS


  • Plans, directs, and coordinates the activities of the Facilities and Transportation Departments
  • Prepares requests for proposals for consulting services, studies, and construction support services, performs analysis of proposals, and makes recommendations for award of contracts.
  • Prepares specifications for District capital improvement projects.
  • Participates in the District's Emergency Operations planning.
  • Formulates and implements short-term objectives and long-term goals for both facilities and transportation departments.
  • Advises the Business Administrator on all departmental-related matters.
  • Prepares budgets, detailed reports and economic analysis of planned facilities and related projects.
  • Prepares construction projects for competitive bids; solicits competitive construction bids; conducts bid openings; analyzes bid results and makes recommendations for construction contract awards.
  • Coordinates pre-construction and construction progress meetings.
  • Plans, organizes, manages, and directs Managers and Supervisors responsible for the daily management of drivers, mechanics, bus aides, custodial, grounds and maintenance staff.
  • Develops and manages the budget for the Facilities and Transportation Department; reviews budgetary cost estimates for the operation of the department and examines long-term operational needs against the more immediate financial and human resources needs.
  • Develops custodial bid supply lists with Supervisors.
  • Initiates and approves purchase orders for the Facilities and Transportation Department.
  • Responds to constituents’ concerns and serves as the liaison to schools, central offices
and community groups on matters related to the use of School District facilities.
  • Presents Facilities status at the School Board’s Facilities Committee meetings.
  • Organizes, and directs required training for employees.
  • Uses executive judgment to solve problems and manage crises.
  • Oversee and coordinate small and large facilities related projects.
  • Effectively manages facilities operations and staff to attain effective results.
  • Understands and uses computer programs and applications to monitor, track, and maintain operational status.
  • Analyze operational efficiency and makes recommendations for modifications as needed.
  • Establishes and maintains effective working relationships with all stakeholders.
  • Communicates effectively, both orally and in writing.
  • Performs periodic inspections to confirm contractual compliance.
  • Investigates problems, identifies alternatives, and formulates strategies for construction, process, and equipment improvements; directs, coordinates, and participates in pilot and full-scale equipment and process testing.
  • Evaluates the effectiveness of established department-wide programs/services and develops and implements new programs as mandated by law, school or community needs.
  • Participates in various conferences/training to maintain awareness of new trends.
  • Trains and evaluates professional and technical staff as assigned.
  • Participates in the development of both department and District goals and objectives.
  • Apply principles and techniques to the solution of design and operation problems of substantial technical difficulty.

EDUCATION AND EXPERIENCE
  • 10 years of facilities and/or project management experience related to planning, evaluation, design, construction, and assessment of school projects preferred.
  • Specialized technical knowledge, expertise and hands-on experience in facilities management preferred.
  • Bachelor's degree preferred.

PHYSICAL DEMANDS
Must possess mobility to work in a standard office setting and use standard office equipment, including a computer; to operate a motor vehicle and visit various District sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio, and before groups. The job involves some fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and occasionally to operate related tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites.
Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds, and occasionally up to 50 pounds.


Employees work primarily in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees occasionally work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes.
